Welcome to the House Democracy Assistance Commission (HDAC). The Commission is comprised of 20 Members of the House of Representatives who directly participate in the critical work of promoting and supporting the development of democratic governments around the world. Specifically, HDAC works through peer-to-peer partnerships with emerging democratic legislatures to assist in the development of the fundamental building blocks of legislative government: oversight, transparency, accountability, effective legislation, and responsiveness to constituents. HDAC Seeking Professional Staff Member

The House Committee on Foreign Affairs is seeking a Professional Staff Member to support the work of the House Democracy Assistance Commission (HDAC). The 20-Member Commission was created in 2005 and reauthorized in 2007 to enable Members of Congress and congressional staff to directly assist their counterparts in the legislatures of new and re-emerging democracies around the world. The Committee on Foreign Affairs is charged with supporting HDAC’s work.

The Professional Staff Member will assist the Staff Director in managing HDAC programs with 12 partner legislatures. The staffer will be responsible for organizing and preparing congressional delegations and congressional staff delegations to partner legislatures; organizing seminars in Washington for MPs and parliament staff; managing material assistance programs; coordinating with USAID and its implementers in partner countries; liaising with congressional offices; identifying and assessing potential new partner countries; and developing new programs.

Candidates should have a minimum of 5 years of experience in governance or a related field. Graduate-level education can be applied toward this experience. Preferred experience includes work on democracy and governance programs at USAID; serving as resident director, program manager or program officer for a grantee or contractor in an emerging democracy; serving as a home-office manager or program officer for a grantee or contractor; or legislative experience with a congressional committee, support agency or personal office. Personal experience working with national legislators is a plus.
