What's in it for me?DOT employees can choose from more than 2,000 online courses to improve their skills. All completed learning (courses, seminars, University classes, self directed learning, etc.) can be stored in one convenient place, readily available for employees and supervisors to view. Supervisors can view subordinates' learning histories, receive notification during the training cycle, and run reports to evaluate the strength and progress of their workforce. Training or Learning Administrators can schedule instructor-led courses, enroll learners, develop curricula, and manage learning resources. When learning data is consistently entered into eLMS, the system can produce annual reports quickly, and even assist with budgeting and projecting learning needs. Functional Managers can use eLMS to lower learning costs by delivering web-based courses in functional areas. eLMS can track all learning events staff completes, including briefings, certifications, conferences, trainings, seminars, and more. Program management resides in the Office of the Secretary (OST), Office of Human Capital Planning and Workforce Solutions (M-11). Why is DOT using eLMS?DOT's Human Capital Planning process is aligned with the President's Management Agenda and the Human Capital Standards for Success, the comprehensive framework prepared by the Office of Management and Budget, the Office of Personnel Management, and the General Accounting Office. eLMS will play a central role in meeting the requirements of the E-Gov Act of 2002, including reducing and eliminating redundant systems for a more efficient and effective government. Who uses eLMS?
Can contractors use eLMS?Contractors cannot use eLMS to take training. Contractors may be given access to eLMS if they are hired to serve as an eLMS Administrator. How do I get an account?All DOT employees will have a User (formerly referred to as a Learner) account approximately three weeks after employment starts. A training administrator can obtain an eLMS Administrator account by contacting their eLMS Level 1 Administrator. See the Who can I contact for more information? section of this document for a list of Level 1 Administrators for each Agency. How much does it cost for an employee to take a course on eLMS?There is no cost to the employee or their Operating Administration. How much does it cost to host a course in eLMS?There is no cost to host a course in eLMS, but it must meet specific guidelines. Contact the Helpdesk or M-11 for additional information on these guidelines. Although hosting is free, the development cost for on-line courses is the responsibility of the program manager who owns the course or subject matter. What is the DOT Policy on training during work hours?Employees may take an online course during normal work hours, as long as it is approved by the employee's supervisor. What happened to my training history kept in my organization's legacy system?Your formal learning history may have been kept in CPMIS, the OA's legacy training system, or tracked manually. The official data in those systems has been imported into eLMS. What do I do to manage my training now?Online courses taken in eLMS are automatically recorded in your Learning History upon completion of the course. The recording of instructor-led courses is being phased in by each OA. Check with your OA or department's Training Administrator or eLMS Administrator to make sure every learning event you complete is properly entered into eLMS. Who can I contact for more information?

website: eLMS TipsSuggestions about completing a course:To encourage completion, we recommend you schedule any online learning just as you would schedule a classroom or offsite learning: block off time on your calendar; post a “Learning in Progress” note outside your work area, and put an unavailable message on your phone. IMPORTANT Note: ****** Leaving and returning to an online course *****When taking a Skillsoft course through eLMS, you can leave the course in the middle, and return to it later, only if you click the “exit” button inside the course. If you click the “x” in the upper right corner of the browser window, the course will not remember where you were in which case you will have to start the course at the beginning. Skillsoft Section 508 accessibilitySkillSoft courses use Web Accessibility to comply with Section 508 compliance standards. SkillSoft software functions with several assistive technologies, which are any electronic or information technologies that allow individuals with disabilities to utilize information on a computer that they would not otherwise be able to access. SkillSoft supports the following assistive technologies:
Only launch the Web Accessibility version of a course if you require the support of one or more of the technologies listed above. Using JAWSIf you are using JAWS screen reader software with the SkillSoft Course Player, you must first ensure that your system is configured with the following software:
You must also install the Java Access Bridge 1.2 or higher, (2.0.1 is recommended). The Java Access Bridge makes it possible for the Assistive Technology in SkillSoft courses to interact with the Windows operating system. No configuration on your part is required. You can download the Java Access Bridge at http://java.sun.com/products/accessbridge/. If you fulfill all of these requirements, once you install the Java Accessibility Bridge, JAWS will work properly with the SkillSoft Course Player. No further action is required. Enable JAWS Forms ModeWhen using JAWS screen reader software, you must also enable Forms Mode in order to navigate some elements of the user interface.
