The RPIR initiative was launched in 2003 to improve real property's technology infrastructure and processes. This effort will provide the DoD warfighter and business enterprise with improved access to mission-critical real property information. RPIR aims to achieve real property efficiencies by standardizing DoD's data, systems, and processes.
After conducting a comprehensive assessment in 2001, DoD found that its real property inventory contained inaccurate information supported by redundant technology systems, and inefficient processes. Real property information was inaccessible to key users and incompatible across the Components.
To address these inefficiencies, DoD's Installations & Environment (I&E) office—led by the Deputy Under Secretary of Defense—developed a real property transformation strategy. Recognizing that changing fundamental back-end processes would require integrated information management, I&E established the RPIR initiative to achieve standardized data and automated business processes.
In addition to removing redundancies inherent in mature real property inventories, RPIR will equip DoD business owners with valuable management tools by:
RPIR will allow DoD executives to concentrate their time and resources on the enterprise's most vital mission—equipping and supporting the warfighter—while working towards the enterprise goal of agile, flexible, and horizontally integrated business operations.
I&E is working closely with Military Services and Defense Agencies to implement widespread business process transformation across DoD's diverse real property environment. In 2005, RPIR processes, business rules, and data standards were integrated into DoD's Business Enterprise Architecture (BEA). The Military Services and Defense Agencies are required to implement RPIR's sustainable business processes and rules, update relevant policies, and modify and populate their IT systems with RPIR's 197 standard data elements by 2009. Many of the Services and Agencies are well on their way to achieving this goal.
The Business Enterprise Integration (BEI) office within I&E is responsible for assisting the Military Services and Defense Agencies with implementing the process, data, and system changes required by RPIR. BEI is continually working on new tools and applications to reduce the Services' and Agencies' change management burdens and help them implement predictable and auditable business processes.
When complete in 2009, the RPIR platform will offer real-time access to an accurate and comparable inventory of DoD's worldwide assets, providing business owners with enhanced decision-making and management tools.
