FY 2007 was the first reporting period for the requirements in Executive Order (EO) 13423 "Strengthen Federal Environmental, Energy, and Transportation Management." E0 13423 increased the energy conservation requirements for Federal agencies and created a metric for water conservation, setting FY 2007 as the water consumption baseline. The Department of Energy revised the procedures for calculating renewable energy consumption, resulting in fewer projects that count toward the consumption requirements. An annual Implementation Plan is no longer required. The Scorecard, formerly a separate document, is now included in the data report. OMB required several new data sets to gauge the effect of EO 13423. The National Defense Authorization Act for FY 2002 requires that the Department submit the report to the congressional defense committees.
