Reciprocity Issues

Several organizations have reciprocity with NDP at the working or scientific diver levels. All reciprocity agreements are for one year and vary in content between organizations. The procedures for participating reciprocity divers are outlined in the NOAA Diving Regulations, section 5.0, g. and needs no further clarification. A listing of organizations that have reciprocity with NDP is included in this section.

NOAA diving supervisors originate requested from non-NOAA organizations for reciprocity to the Director, NOAA Diving Program (DNDP). Reciprocity is granted to organizations based on NOAA Diving Program regulations, operational procedures and training standards. A checklist was developed to assist NOAA diving supervisors when reviewing request for reciprocity. NOAA diving standards are listed for comparison with non-NOAA organizations. Reciprocity request should only be forwarded to the DNDP when all NOAA criteria are meet by the requesting organization.

Dive Certification: Initial
•  Scuba certified by a recognized diving agency    
•  Additional certification or training required above entry level dive certification    
•  Pass a written examination    
•  Pass an open-water skills checkout dive    
•  Complete a minimum of 25 open-water dives    
•  Pass initial and regularly scheduled dive physicals    
Dive Certification: Maintenance
•  Complete a minimum of 12 dives per year    
•  Complete periodic training in CPR, first aid, and oxygen administration    
Dive Equipment
•  Regulators tested annually    
•  Depth gauges tested annually    
•  Submersible pressure gauges tested annually    
•  Scuba cylinders visually inspected annually    
•  Minimum equipment:
   -  Primary and alternate air source    
   -  Floatation device    
   -  Timing device    
   -  Depth gauge    
   -  Submersible pressure gauge    
Support Equipment
•  Compressors tested for air quality every 6 months    
•  Minimum equipment:
   -  First aid kit    
   -  Oxygen resuscitator
