Welcome to the Home of the National Wetlands Mitigation Action Plan. In response to independent critiques of the effectiveness of wetland compensatory mitigation for authorized losses of wetlands and other waters under Section 404 of the Clean Water Act, the Environmental Protection Agency, the Army Corps of Engineers, and the Departments of Agriculture, Commerce, Interior, and Transportation released the National Wetlands Mitigation Action Plan on December 26, 2002. The Plan includes 17 tasks that the agencies will complete by the end of 2005 to improve the ecological performance and results of compensatory mitigation.

MAP Announcements: Pursuant to provisions included in the National Defense Authorization Act for 2004, on March 28, 2006, the U.S. Army Corps of Engineers and the Environmental Protection Agency published proposed revisions to regulations governing compensatory mitigation for authorized impacts to wetlands, streams, and other waters of the U.S. under Section 404 of the Clean Water Act. Although distinct from the National Mitigation Action Plan, the primary goal of the rulemaking is also to improve the effectiveness of compensatory mitigation and as such the rulemaking deals with many compensatory mitigation issues that were to be dealt with in guidance developed through the MAP. In light of this overlap, further development of the remaining guidance documents called for in the MAP awaits finalization of the proposed rule. However, work continues on the MAP efforts designed to improve aquatic resource data collection and tracking.
