The Department of Defense designated the Secretary of the Navy as the DoD Executive Agent for Maritime Domain Awareness, (DoD EAMDA). This designation establishes several management functions that the EAMDA is required to conduct, including:
  • Overseeing the execution of maritime domain awareness initiatives within DoD and coordinating maritime domain awareness policy with the Under Secretary of Defense (Policy);
  • Developing and distributing goals, objectives, and desired effects for maritime domain awareness, in coordination with the Under Secretary of Defense (Policy) and the Under Secretary of Defense (Intelligence);
  • Identifying and updating maritime domain awareness requirements and resources for the effective performance of DoD missions; and
  • Recommending DoD-wide maritime domain awareness planning and programming guidance to the Under Secretary of Defense (Policy) and the Office of Cost Assessment and Program Evaluation.

This month, the DoD EAMDA hosted the inaugural MDA Architecture and Data Standards working group tasked with developing and fielding national level information exchange products to facilitate unclassified information exchange services for non-Public Key Infrastructure (PKI) user communities. Utilizing National Information Exchange Model (NIEM) standards as the basis for developing reference information exchange package descriptions, the team leveraged the tools, training, and governance provided by NIEM to strengthen system-to-system information exchange at the data layer to support information sharing, while preserving investments in current technology and optimizing new technology development.
