Why Necessary Necessary to keep the facility in good working order through design service life
What It Is Design service life is notionally 50 years
Example Annually Recurring Maintenance are: routine checks and repairs of plumbing, electrical, HVAC, etc.

Major Component Repair/Replacement is: repairing/replacing roofs, furnaces, ACs, plumbing fixtures. As well as repainting, putting in new carpets, etc.

Recapitalization:
Why Necessary Necessary to restore degraded facilities to working condition beyond design service life or to fix accidental damage (Restoration).

Necessary to upgrade facilities to new standards or functions (Modernization).
What It Is Extends service life beyond design, brings to new standard, or restores unexpected damage.
Example Restoration: Repair structural failure, replace interior pipes, repair fire damage, etc.

Modernization: Install energy efficient windows, upgrade electrical system, upgrade for disabled access, upgrade for ATFP, upgrade to modern barracks standards, modify to accept new military hardware, etc.

Methods of Recapitalization: Replace with a new facility, replacement or rebuild of components as needed, major restoration of a whole facility.
