Wood-Fired Heating Device Standards


The wood-fired heating device standards in 18 AAC 50.077 apply to devices installed or supplied, sold, leased, distributed, or conveyed for installation or operation inside the Fairbanks North Star Borough PM2.5 Nonattainment Area only. Beginning February 28, 2015 for hydronic heaters and large heating devices and August 31, 2015 for woodstoves and pellet stoves, it will be unlawful to install a heating device that does not meet the emission standards. Retailers may still sell noncompliant devices to customers who verify in writing that they intend to install the device outside the area.

EPA is expected to designate the FNSB PM2.5 Nonattainment Area as "serious" (Summer 2016). Inside the nonattainment area, once "serious",18 AAC 50.077 requires the change-out or removal of wood-fired heating devices not meeting emission criteria when the property where they are installed is sold, leased, or conveyed.

Heaters not included in the categories above, and currently not certified by EPA, and that do not meet the emission standards below may be sold to customers inside and outside the nonattainment area through December 31, 2015. After that date, all devices sold must meet the applicable state and/or EPA emission standards.
