INFORMATION TECHNOLOGY MANAGER

GENERAL DESCRIPTION OF POSITION

The North Carolina Board of Funeral Service (the “Board”) is seeking applicants for an Information Technology Manager.  This position will be responsible for managing the Board’s information technology needs, including addressing daily support issues; implementing hardware and software application upgrades; and continually improving and modernizing the Board’s technology, website, and cyber security.

DUTIES AND RESPONSIBILITIES

Analyzes, develops, and implements medium to large scale improvements in the Board’s office located in Raleigh; establishes and implements a secure, cloud-based network for storage of the data; develops queries using various software applications; assists the contractor in migrating data from Microsoft Access to a more advanced software platform; transitions the Board’s website from HTML coding content to a more modern, user-friendly website design; continuously evaluates mechanisms and trends by which the Board can improve information technology, evaluate vendors and communicates recommendations to the Executive Director and when requested, to the Board.   

KNOWLEDGE, SKILLS AND ABILITIES / COMPETENCIES

Advanced knowledge of programming techniques, programming languages, and web-based platforms; knowledge of the principles of computer programming, testing, debugging, and system implementation; ability to address daily user-support needs quickly and competently; demonstrated experience with analysis and web design; effective oral and written communication skills; strong organizational skills with ability to develop, recommend, and implement medium to large-scale projects; strong desire to help the Board in its efforts towards using less paper; strong analytical skills; and ability to resolve complex problems.

Experience with the following:  various programming languages and web-based platforms; Microsoft Access development, Microsoft Office Suite, HTML coding, Dreamweaver, knowledge of telecommunications network concepts including host to host communications, firewalls, VPN, IP routing, switching, logical and physical data modeling, data classification, data security, application integration, and data migration.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Bachelor’s degree in Computer Science, Computer Information Systems, Computer Engineering, or Engineering or related technical degree from an appropriately accredited institution; and at least two (2) years of experience in information technology, business application consulting, or development.
