Statewide Telecommunications and Network Division

The Office of Technology Services Statewide Telecommunications and Network Division (STND) helps approximately 211 State and 1710 non-state agencies effectively utilize the State voice and data networks and stay connected to the best available rates, services and equipment to meet business needs. This is accomplished through competitively-bid master telecommunications and consultant contracts, and proactive project management. From government offices to prisons and hospitals, and in emergencies, STND works with network providers and customers to keep voice communication and data information flowing.

We provide a broad range of vital telecommunications and networking services, including telecommunications consulting. We also offer state officials expert advice and assistance in evaluating and planning for the future telecommunications needs of California.

STND Customer Resources

We offer a variety of resources to our customers including publications, forms and State telecommmunications policies and procedures.

STND Services

We manage major contracts offering telecommunications and network services to California government entities. They include: California Integrated Network 2 (CALNET 2), and Inmate/Ward Telephone System (IWTS) Concession Services, and Maganed Access Services.

CALNET 2

The CALNET 2 Master Service Agreement (MSA) was awarded January 30, 2007. It consists of four MSAs, MSA 1: Voice, Data, & Video Services, and MSA 2: Long Distance and Network Based Services were awarded to AT&T. MSA 3: Internet Protocol (IP) Voice, Data and Video Services, and MSA 4: Broadband Fixed Wireless Access (BFWA), Data Services wer awarded to Verizon Business.

CALNET 3

CALNET 3 Telecommunications Services are available to State and Non-State Government entities through a series of competiively bid contracts. For CALNET 3 program information or information related to the telecommunications service offerings, select the above link.
