COT Web Based Survey Services

Introduction

The Office of Application Development, Division of Support Services offers an On-Line Survey Solution (Survey Monkey) for use by Commonwealth agencies. This service is offered at the current hourly rate for staff time spent in creation and administration of the survey. This service includes the use of SSL for secure transmission of data.

Surveys are important feedback mechanisms in both public and private sector enterprises. Both have customers and constituents that are served by the enterprise, and both have managers and staff who want to know how well they are doing their jobs.

Merchants in their shops, talking individually with customers, conducted the earliest "surveys". Over the years, this one-on-one activity was replaced with mail-back postcards, touch-tone dial surveys, and surveys delivered by postal/messenger mail.

As documented in a Web-based survey taken in October 2003, there is widespread proliferation of desktop computers in the Executive Branch of Kentucky State Government: 34,000 desktop computers and 5,600 laptop computers. We may now assume that almost 100% of all Executive Branch "knowledge workers" are assigned a networked desktop or laptop computer. When this proliferation of technology is combined with the ubiquitous presence of the Internet and the supporting Web browsers (standard on all Kentucky State Government computers), a survey delivery environment emerges that is far more efficient and user-friendly than the mail and telephone environments: Web-based surveys.
