The purpose of the Dental Portal is to have one place where staff who work in Indian healthcare can locate essential resources to support to the operation of effective clinical and community dental programs. These resources include the Continuing Dental Education (CDE), the IHS Dental Directory, the Electronic Dental Record (EDR), the Early Childhood Caries (ECC) Collaborative, and the Health Promotion/Disease Prevention (HP/DP) web sites.

Historically, access to dental care in IHS, tribal, and urban programs has been lower than the general U.S. population. An estimated 44.5% of persons aged 2 years and older had a dental visit in the past year in the United States, while only 28.8% of American Indians and Alaska Natives [AIAN] accessed dental care in 2014. This low access rate was despite the fewest number of dentist vacancies in the IHS in the past decade.

The 2010 Oral Health Survey of American Indian/Alaska Native Preschool Children is a report of the nationwide Basic Screening Survey of 8,450 0-5 year-old AI/AN children in 2010. This survey assessed caries prevalence (early childhood caries prevalence) and untreated decay rates in this age group.
