The Annie E. Casey Foundation Family to Family (F2F) Initiative is a nationwide child welfare and foster care reform initiative that provides Principals, Goals, Strategies and Tools to help States and local child welfare agencies achieve better outcomes for children and families. The Family to Family Initiative is broken into four National Regions. The Pacific Region includes 25 of the 58 California Counties and the State of Washington and Alaska.

The 25 California Family to Family counties are divided into four regional areas with anchor and network sites. An annual report, Highlights of California County Activities details the implementation and progress of each participating county.

The California Family to Family Initiative is a public-private partnership between national and state foundations and the State of California. Partners in the California Initiative include the Annie E Casey Foundation, the Stuart Foundation, the Walter S. Johnson Foundation, the California Department of Social Services and the Center for Social Services Research at UC Berkeley. The Child and Family Policy Institute of California (CFPIC) supports the implementation of the F2F Initiative by developing and maintaining a pool of California-based consultants who provide training and technical assistance to the F2F county sites.

The four core strategies of F2F are:
    1. Recruitment, Development and Support of Resource Families (RDS)
    2. Building Community Partnerships (BCP)
    3. Team Decisionmaking (TDM)
    4. Self Evaluation (SE)
    5. An additional California strategy, California Connected by 25 Initiative (CC25I), is a Foster Youth Transitions reform initiative.
