Achieving affordable, high quality health care for New Yorkers

In 2007, the State of New York began reforming the State's health care delivery system and expanding health insurance coverage in the State through the Partnership for Coverage initiative. Enacted legislation helped to control the growth rate of Medicaid spending, reallocate funding based on patient care priorities and provide incentives to improve patient outcomes. Eligibility under the Child Health Plus was expanded to 400% of the federal poverty level; legislation was enacted to streamline enrollment in all publicly sponsored health insurance programs and to allow employers to participate in the Family Health Plus program. Through the Partnership for Coverage, the State solicited proposals to build on these initiatives for achieving health system reform, increasing access to health insurance coverage and determining ways that universal coverage can be achieved.
