As more and more critical government applications move on the Internet, providing highly available services becomes increasingly important. One of the advantages of a clustered system is that it has hardware and software redundancy. High availability can be provided by detecting node or daemon failures and reconfiguring the system appropriately so that the workload can be taken over by the remaining nodes in the cluster.

WOC is a unified web service used by all organizational units in NOAA. WOC acts as a data repository for NOAA organization where any office can post public information securely to WOC content servers. WOC then serves the information in a secure and scalable fashion.
