The Affordable Rental Opportunity (ARO) is currently accepting applications. Residential rental property owners in storm impacted areas may apply to the ARO program for reimbursement assistance covering eligible work already completed, and/or for repair/reconstruction assistance for eligible prospective work. In order to qualify for assistance, rental property owners must commit to rent at an affordable rate to tenants who earn no more than 80% of the area median income (AMI) for a period of two years following completion of construction. ARO will provide financial incentives to eligible residential property owners during the two-year period to cover the cost of compliance with the program and rent differentials for eligible tenants.

PLEASE NOTE THE FOLLOWING PROGRAM CLOSURES:
THE NY RISING HOMEOWNERSHIP PROGRAM closed as of April 11, 2014. The NY RISING RENTAL PROPERTY PROGRAM closed as of February 16, 2016. The NY RISING CONDO/COOP Program closed as of July 12, 2016. These Program will no longer be available to new applicants. These program closures do not affect homeowners already in the program, in process of receiving their award, or those seeking clarification of their award.

This system will serve as your online resource for applying for and managing your disaster recovery award from the State of New York. To be eligible for one of the New York Rising Disaster Recovery Programs, you must be able to answer YES to the following questions:

Is the property or business for which you are seeking assistance located in one of the counties declared as a disaster area as a result of Hurricane Sandy, Hurricane Irene or Tropical Storm Lee?
The following counties were impacted and eligible through New York Rising Recovery Programs:
Albany, Broome, Chemung, Chenango, Clinton, Columbia, Delaware, Dutchess, Essex, Franklin, Fulton, Greene, Hamilton, Herkimer, Montgomery, Nassau, Oneida, Orange, Otsego, Putnam, Rensselaer, Rockland, Saratoga, Schenectady, Schoharie, Suffolk, Sullivan, Tioga, Tompkins, Ulster, Warren, Washington, and Westchester.
Was the property or business damaged as a direct result one of the above named storms?
This program is designed to assist properties and businesses damaged by the storm.

You can take as long as you would like to complete this application; start and stop at your convenience throughout the process. Once you get started just click the SAVE button on the top right of the screen to save your work. When you are ready to resume just log back in and pick up where you left off. If at any time during the course of completing an application you encounter any problems or questions, please call the Recovery Hotline at 1-844-9NYRISING.
Once you have completed this application, a NY Rising representative will be in contact with you to fill out the appropriate forms and request any additional information to process your application through the program.

Once an applicant has applied to the program, the applicant must stop work until the environmental review has been completed by the State. Once the environmental review is complete, the applicant will be notified by the program that the work may recommence.
