SNaP Description
SNaP is a mature, web-based application used to collect non-standard program and budget data requirements. It is managed by the Office of the Secretary of Defense, Cost Assessment and Program Evaluation (OSD CAPE). There are parallel web sites on the SIPRNet and NIPRNet.
  • SNaP runs as an umbrella system that manages data calls for analysts who need data beyond what is contained in the FYDP and the Budget. The SNaP web sites are open for submissions during the POM/BES and President's Budget preparation.
  • Each data call, or 'format', is owned by a Subject Matter Expert (SME). The SME is responsible for determining input and reporting requirements, and the collection timing.
  • Data elements for each data call are defined in the Program Data Requirements (PDR) documents. These data elements are collected once and reused to satisfy multple reporting requirements.
  • Output displays are created from combinations of FYDP, SNaP, and Budget data. Current and Historical outputs are stored in the DoD Resources Data Warehouse on the SIPRNet.
Current Events
  • 14 Nov 2016 - SNaP is open for submission of the BES 2018-2022 exhibits. Suspense for all exhibits for the BES 2018-2022 cycle is 15 December 2016.
  • 6 Oct 2016 - The BES 2018-2022 position is SNaP is now available. All exhibits required for BES 2018-2022 are shown under Data Requirements and Appendix A. Historical files are available in the test and production sites. SNaP production site will open for data submission on 14 November 2016.
  • 29 July 2016 - The POM 2018 collection cycle is complete and all exhibits are locked with the exception of NLCC Resources, 30 Year Aircraft Procurement and PB-61 Depot Maintenance. All data and associated reports are available in the Defense Resources Data Warehouse on the SIPRNet at https://drdwp.cape.osd.smil.mil.
  • 20 June 2016- SNaP is open for the POM 2018 collection cycle, today, 20 June. Suspense for all POM exhibits is 8 July. Historical files from the PB 2017 position are loaded and available in the test and production sites.
  • 19 May 2016- User training on SNaP is conducted several times preceding a collection cycle. Registration for the classes is at Instructions/Training Registration. The teleconference number for all DCS connects sessions is 571-372-4600, Passcode: 76678#
  • 5 Jan 2015 - Beginning with the PB 2016 cycle the Global Nuclear Defense exhibit is collected only on the SIPRNet.
  • 15 Aug 2013 - The Facility Energy exhibits are submitted at the Facility Energy web site at https://snap.cape.osd.mil/fe.
  • 14 May 2012 - Multiyear Procurement data and reports are now entered and managed at https://snap.cape.osd.mil/myp
  • 7 Jan 2013 - Access to SNaP is controlled through EXPRESSO at https://expresso.osd.mil. Please go there and establish an account. Access to the exhibits in SNaP is controlled by the organization's POC. If you require access to a new exhibit then go to the Home Page and select "My Account" (the orange icon). Click on the exhibits you require access to and select "Submit Request". Your POC will receive an email and can action your request.
