PM TRADE garners Army Lean Six Sigma Excellence Awards Program (LEAP) Process Improvement Excellence Award for its Live Training Transformation Program

The Department of the Army recently announced that PM TRADE's Live Training Transformation (LT2) program has been chosen for the Lean Six Sigma Excellence Awards Program (LEAP) Process Improvement Excellence Award. Last year the LT2 product line generated a significant return-on-investment within PM TRADE's live training systems acquisition portfolio, generating over $23 million in cost avoidance in post deployment software support. Since program inception in 2001, the LT2 product line has generated nearly $800 million in cost avoidance across multiple fielded products at over 200 locations worldwide.

Squad Overmatch Study-Tactical Combat Casualty Care (SOvM-TC3)

Squad Overmatch Study-Tactical Combat Casualty Care (SOvM-TC3) completed a month long study on 6 NOV at Fort Benning with four Army and three Marine squads with an emphasis on TC3, along with an improved curriculum. Each squad had three days of intensive training in the classroom, on Army Games for Training and in Live MOUT exercises. The Instruction, Practice and Application curriculum and scenarios were designed by a team of distinguished SME across multiple domains. SOvM-TC3 was such a success that Combined Arms Center CG directed requirements documents be developed in 180 days that span the entire array of SOvM-TC3 functional realism and training curriculum.

PM TRADE seeking industry feedback on ICDs

PM TRADE has published DRAFT copies of two ICDs on the portal for industry comment. The draft “LT2 Issue Tracker ICD” defines a programmatic (Web Service) interface that allows external issue trackers to integrate with the LT2 Portal Issue Tracker to bidirectionally share and synchronize issue tracking information in near real time. The draft “LT2 Lifecycle ICD” defines a programmatic (Web Service) interface that allows external Life Cycle Management Systems (LCMSs) to register to bidirectionally share and synchronize life cycle support data, such as as-fielded Technical Data Package (TDP) and bill-of-material (BOM) information, with the LT2 LCMS.

The ICDs are located in the Draft Standards Document Repository

files folder of the “PM TRADE Interface Standards - Industry Working Group” collaboration area on the portal. If you are not already a member of the “PM TRADE Interface Standards - Industry Working Group” collaboration area, go to the main collaboration page

PM TRADE is requesting industry comments be provided on these ICDs by submitting a new issue to the LT2 Standards Help Desk

DOD Announces Value Engineering Achievement Award Winners - PM TRADE's James Todd Top Army Individual

The Department of Defense presented the FY 2014 Department of Defense Value Engineering Achievement Awards today in a ceremony at the Pentagon.

Value engineering is a Department of Defense effort to continually analyze defense organizations, facilities, and processes to determine "best value," or the best relationship between worth and cost consistent with required performance, quality, and safety of essential functions and products. Value engineering contributes to the department's overall "Better Buying Power" initiative, which seeks to streamline operations, improve quality, and reduce or avoid costs.

The Value Engineering Achievement Awards Program provides an incentive for government and defense industry partners to improve the value of weapon systems and programs by promoting innovation and creativity. During FY 2014, the department executed in-house value engineering proposals and accepted contractor-initiated value engineering change proposals producing a combined actual savings and cost avoidance of $5.5 billion.

The Value Engineering Achievement Awards acknowledge outstanding achievement and encourage additional projects to improve government and contractor productivity. The department selected award winners in five categories: program/project, individual, team, organization, and special.

New LT2 Product Line Distribution Agreement

PM TRADE has released a new version of the 'LT2 Product Line Distribution Agreement'. Changes includes the definition language for LT2 assets, updated policies, and the requirement for a Corporate/Organization executive official (i.e., vice president, legal counsel, contracting officer, etc.) to include their contact information and signature in addition to the requesting user's contact information. The new distribution agreement goes into effect immediately. There will be forthcoming guidance regarding the deprecation of current agreements in place with LT2 stakeholders and the requirement to submit the new agreement.

Live Training Transformation (LT2) Product Line Inducted into the International Software Product Line Hall of Fame.

At the 18th International Software Product Line Conference (SPLC) on September 19, 2014 in Florence, Italy, the LT2 product line was inducted into the International Software Product Line Hall of Fame, in recognition as a worldwide leader in software product line development and management. The LT2 product line is the first US Army program to ever be inducted into this elite fraternity. The SPLC Hall of Fame website http://splc.net/fame.html states:

“Each Software Product Line Conference (SPLC) culminates with a session in which members of the audience nominate systems for induction into the Software Product Line Hall of Fame. Those nominations feed discussions about what constitutes excellence and success in product lines. The goal is to improve software product line practice by identifying the best examples in the field.”

Until this year, there were just twenty members in this distinguished hall, with industry leaders like Toshiba, Nokia, Hewlett Packard, General Motors, and Boeing amongst the members.

Department Of Defense Announces Value Engineering Award Winners

The Department of Defense (DOD) announced winners of the fiscal 2013 Department of Defense Value Engineering Achievement Awards today. During fiscal 2013, the department executed in-house value engineering proposals and accepted contractor-initiated value engineering change proposals producing a combined actual savings and cost avoidance of $5.5 billion.

Value engineering is DOD's effort to continually analyze defense organizations, facilities, and processes to achieve essential functions and products at the lowest cost consistent with required performance, reliability, quality, and safety. Value engineering contributes to the department's overall "Better Buying Power" initiative, which seeks to streamline operations, improve quality, and reduce or avoid costs.

"Affordability is an enduring principle of the department and value engineering helps to deliver more capability at reduced cost to the taxpayer," said Alan Shaffer, principal deputy, in the Office of the Assistant Secretary of Defense for Research and Engineering. "Both DOD civilians and our contractors use value engineering to identify and implement innovative ideas that provide the department better solutions at lower cost."

The Value Engineering Achievement Awards Program provides an incentive for government and defense industry partners to improve the value of weapon systems and programs by promoting innovation and creativity. The department selected award winners in five categories: program/project, individual, team, organization, and contractor. In addition, the department awarded "Joint Service and Special" awards to recognize innovative applications or approaches that expand the traditional scope of value engineering.

2013 ITEC - Multinational Standardization of Live Training Solutions

The paper, "Multinational Standardization of Live Training Solutions", was presented jointly by PM TRADE and United Kingdom MoD at the 2013 ITEC in Roma de Fiora, Italy. This presentation describes some common live training themes by identifying related live training requirements and capabilities between both allied Armies. Furthermore, it describes each organization's approach to standards and a unified architecture that seeks to promote systematic reuse and homogeny across live training solutions, and facilitates interoperability in support of Joint, multinational training.

Employing Service Orientation to Enable Training as a Service in the U.S. Army

The paper, "Employing Service Orientation to Enable Training as a Service in the U.S. Army" was presented at the 2013 International IEEE Conference on Cloud Engineering (IC2E) on 25 MAR 13 in San Francisco, CA. This paper describes the migration of CTIA to Training as a Service (TaaS) using a specific set of modern computing technologies that will enable rapid delivery of training capabilities across servers, mobile devices, and heterogeneous platforms. Specifically service-oriented architecture (SOA) and cloud computing are considered which can satisfy the requirements of the TaaS and COE, and meet user demands for an enhanced training experience. Furthermore, this paper discusses the approach taken to elicit the future needs of the Army's live training community, and how cloud computing and SOA are leveraged to meet required capabilities. Lastly, this paper discusses some unique considerations on SOA-related security issues.

2013 International Software Product Line Conference (SPLC)

"The Challenges of Applying Service Orientation to the U.S. Army's Live Training Software Product Line", was presented at the 2013 International Software Product Line Conference (SPLC) on 28 AUG 13 in Tokyo, Japan. This paper addresses the challenges of adopting SOA into an existing software product line, the unique circumstances of the LT2 SOA environment, and presents a set of analysis and design considerations for the product line engineering community. In addition, during the conference, the LT2 Product Line was nominated as the first U.S. Army entity for the International SPLC Hall of Fame. The nomination will go through a validation process by the SPLC Hall of Fame committee and new inductees will be announced at SPLC 2014, which will be held in Florence, Italy, next September.

2013 Report on the Performance of the Defense Acquisition System

To the Defense Acquisition Workforce,

Attached is the first annual report on the Performance of the Defense Acquisition System. I have been talking about producing this report for well over a year now and I am happy to finally be able to release the inaugural edition. The report will be expanded upon and updated each year. It represents the beginning of an effort to assess how well we are doing at delivering products to our warfighters, how our performance is changing over time, and, most importantly, to begin to better understand how we can improve that performance.

This report focuses on a subset of the work done in the broad acquisition system— the major programs—and it focuses on our ability to execute programs within cost and schedule baselines during development and early production. Admittedly, this is just a fraction of the work we do, and future reports will expand on this data—but this is the most visible and frequently criticized area of our performance, so it is a good place to start. There also is a fairly wide array of data available on these programs.

Among other things, the report covers performance differences among the Military Departments, buying commands, and major primes. The first thing I expect most readers to do will be to look up their own institutions to see how well they are doing in comparison to others. Good. Go right ahead. Whatever your institution’s relative performance, I can assure you there is room for improvement. We have attempted to make a number of correlations in the report. Some of the results are likely to surprise you. Many of the items we have focused on over the years do not correlate strongly to the outcomes measured here; our conventional wisdom about defense acquisition isn’t always correct.

The purpose of this report, in part, is to use the data “as is” to help us critically think about and better understand our performance and the actions we can take to improve our organizations’ performance. For that reason, the approach taken is to present the data without a great deal of discussion. The report does raise a number of questions about why we are seeing the results portrayed here and provides some insight on what we can do to affect those results. In a few years, I hope to see some of the trends shown here improving as we focus on emulating the best practices that this data can help us identify.

We shouldn’t lose sight of the fact that we provide our warfighters with the best equipment in the world, but we also can’t avoid the fact that we should be able to achieve this goal faster and cheaper. Let me call your attention to one piece of data in the report—the summary of the Program Assessment and Root Cause Analysis Office’s reviews of Nunn McCurdy cost breaches over the last few years found on Page 34. Far and away the most significant factor in these large overruns is poor management performance. We can do better, and this report is a tool to help us achieve that end as all of us involved in defense acquisition, in government and in industry, work to continuously improve the outcomes we achieve.

LOMAH in Army Times

PM TRADE in conjunction with TCM-L recently tested and accepted 3 qualification ranges, which have been augmented with a Location of Hit and Miss (LOMAH) instrumentation. The LOMAH technology provides the trainee with the exact location of rounds fired against a target silhouette, regardless of whether the shot hits or misses the silhouette. The LOMAH technology has been integrated into the FASIT and TRACR Suite products, and represents a significant advancement in helping manage range life cycle costs through increased efficiencies and effectiveness methods. LOMAH in the Army News

A new Location of Miss and Hit (LOMAH) electronic shot detection and location system recently passed its Government Acceptance Test (GAT). The LOMAH system tracks rounds fired on or near targets to support Basic Rifle Marksmanship (BRM) training strategies. The new system improves rifle range efficiency, increases training effectiveness, and saves time for commanders and Soldiers. Click here.

Award

Congratulations to PEO STRI and PM TRADE employee Patrick Sincebaugh for his selection of the Fiscal Year 2012 Army Modeling and Simulation award in the Cross Cutting category (the Cross Cutting category meant the nominee was working an effort that cut across more than one of the other nomination categories of acquisition, analysis, experimentation, or testing). The theme for this year's award nominations was "M&S Enabling the Army in Transition". The title of Pat's winning nomination is "Embedded Training and Development of Common Test and Training Solutions

Better Buying Power 2.0 Introduction

Today Dr. Ashton Carter, Deputy Secretary of Defense, and Mr. Frank Kendall, Under Secretary of Defense for Acquisition, Technology, and Logistics, held a press briefing to introduce a preliminary version of Better Buying Power (BBP) 2.0. BBP 2.0 marks a milestone in the Department's continuing effort to deliver better value to the taxpayer and Warfighter by improving the way the Department does business.

Today's introduction marks the start of a two-month period during which stakeholders in industry and government (including the workforce) will have the opportunity to review and comment on the preliminary version of BBP 2.0.
Mr. Kendall will hold further engagements with elements of these stakeholders over the coming days. These include briefings with industry executives, a presentation at the Senior Leaders' Acquisition Training Conference, and an OUSD(AT&L) All-Hands briefing. During these engagements, Mr. Kendall will discuss progress made with the original BBP initiatives and provide background behind the transition to a new set.

Further background on BBP 2.0 is provided in the attached USD(AT&L) memorandum to the acquisition workforce, which includes two attachments. A fact sheet on BBP 2.0 is also attached. Army Training Strategy

Live Training partners - GEN Odierno (CSA) published his Army Training Strategy on 3 Oct,"Training in a time of transition, uncertainty, complexity, and austerity." This strategy provides clear guidance and direction for our training systems that we will use to prioritize near-term efforts (FY13-14) and mid term (POM FY15-19). This is already driving decisions within live and the TSS community. Army Acquisition Corps 2012 Team of the Year in the in the category of Information Enabled Army: LT2 Team

Annually, the Army Acquisition Corps recognizes it best team and individual performers. It is with great pride and honor that I send this note to inform our Army Live Training Community that the Live Training Transformation (LT2) Team has been selected as the 2012 Team of the Year in the Army Acquisition Corps in the category of Information Enabled Army.

It has been a great year for PM TRADE and the LT2 team, as the accomplishments of the team has been recognized not only in this award, but by others, to include:

• 2011 NTSA Modeling & Simulation Team of the Year - Acquisition
• 2012 PEO STRI Team of the Year - Program Execution

Much thanks for all you do to make these accomplishments happen. This is a big honor in this particular award - resultant by the contributions of many. Proud to be a part of this great team that recognizes the contributions of many toward doing great things for Soldiers in the Live Training lane, not only in the Army, but now extending into our works with the Marine Corps in an MOA with PM Training Systems (TRASYS).

STAR Award for Project Execution

The Live Training Transformation (LT2) program was recognized and presented with the PEO STRI Team Achievement Recognition (STAR) Award for Project Execution at the AUSA Sunshine Chapter Army Ball on 16 June 2012. The citation read at the presentation - The Live Training Transformation (LT2) program is recognized as the Army’s Live Training model, and is in use by more than 16 major Army and Department of Defense Live Training programs, with more than 130 systems fielded. With 121 common components in the LT2 repository available for systematic reuse, the LT2 program has generated a significant return-on-investment to date within the Army Live Training System acquisition portfolio, generating an estimated $340 million in cost avoidance across the development and sustainment for Live Training Systems, to include locations across the Army at places like the Combat Training Centers and Home Stations.

TRADOC Capability Manager for Live Training (TCM-L)

COL Gene Reedy, inbound TRADOC Capability Manager for Live Training (TCM-L). COL Reedy assumes responsibilities as the new TCM-L on 9 July 2012 after a two year assignment to the United States Army Central where he served as Chief of Operations, Current Operations supporting Operation Iraqi Freedom, Operation New Dawn and Operation Enduring Freedom, and also served as Chief of Exercises, responsible for all Army exercise in the Central Command AOR. COL Reedy is an FA57 and knows the training community well. See his bio for details.

LT2 PRODUCT LINE

The LT2 Product Line focuses on live-training domain requirements to maximize component reuse, reduce fielding time, minimize programmatic costs, and enhance training benefits afforded to the warfighter. It includes live training systems in support of Home Station training, deployed training, Military Operations on Urban Terrain (MOUT) training, Combat Training Center (CTC) training, and instrumented live-fire range training. The LT2 product line is comprised of programs that use the Common Training Instrumentation Architecture (CTIA), the Future Army System of Integrated Targets (FASIT) architecture, and the LT2- CTIA components and services to implement the various product instantiations including:

PRODUCT LINE VISION

Through successful execution of the product line strategy, LT2 will deliver a set of assets that provide integrated and interoperable training solutions for live collective training across the CTC, Home Station, deployed, and joint training domains. The LT2 product line vision is captured in the LT2 products and in the following program objectives:

Produce a product line architecture that completely supports live instrumentation, Tactical Engagement Simulation System (TESS), targetry, domain-specific services, and associated equipment for live training within the Army’s doctrine-based training process

→

Engineer a product line process and associated standards, tools, rules, and guidelines that foster development of both components and products that are compliant with the product line architecture

→

Produce a set of common plug-and-play applications in the product line architecture that are applicable across a wide range of LT2 programs

→

Encourage development of common applications and products and capture convincing evidence of the benefits of a product line approach

→

Provide a flexible architectural environment that will evolve to support all Army live training simulation systems, as well as integrate with emerging Army and joint architectures such as the Test and Training Enabling Architecture (TENA) and the Live, Virtual, Constructive Integrating Architecture (LVC-IA)

PM TRADE Industry Standards Collaboration Area

LT2 STANDARDS

The PM TRADE Paradigm, which encompasses the Live Training domain, is focused on developing standards and leveraging common components in order to provide inherent interoperability as principal, underlying architectures continue to be matured. Developing and implementing Live Training standards appropriately allows for improvements in the support for various mission programs and external efforts, direction of product-line configuration management, and organization of sustainment efforts.

One of the main cornerstones of the LT2 strategy is to capitalize on standardization to maximize commonality and facilitate interoperability, and subsequently promote cost savings across PM TRADE acquisitions. PM TRADE’s goal of standardization centers around a set of guidelines that support interoperability efforts within PM TRADE and across PEO STRI and the Army. Within this context, PM TRADE will follow a systematic knowledge management approach which uses a centralized repository, known as the LT2 Portal, to manage and control its architectures, standards, interfaces, processes, and requirements.

MISSION: To develop Live Training Standards to be used across PM TRADE in an effort to create commonality, promote re-use, and facilitate interoperability across the Live Training Domain.
