Joint Lessons Learned Information System (JLLIS) is the automated solution supporting implementation of the Chairman's Joint Lessons Learned Program (JLLP). JLLIS facilitates the collection, tracking, management, sharing, collaborative resolution and dissemination of lessons learned to improve the development/readiness of the Joint Force. The validated information also enables actionable Doctrine, Organization, Training, Materiel, Leadership and Education, Personnel, and Facilities (DOTMLPF) and Policy changes to improve joint and combined capabilities.

JLLIS provides a standard process to facilitate discovery, validation, resolution, evaluation, and dissemination of critical lessons learned from operations, exercises, training, experiments, and real-world events, necessary to implement the JLLP.

Phase 1: Discovery

JLLIS facilitates the collection of observations and issues and sharing of summaries, studies, and reports. As data is entered or uploaded, it can be made available to the Joint Lessons Learned Community.

Phase 2: Validation

JLLIS provides the ability to document observation analysis to support the validation of lessons to conduct learning and issue resolution processes. Lesson Managers are responsible for reviewing, analyzing, validating, and activating JLLIS observations.

Phase 3: Resolution

JLLIS facilitates the issue resolution process and enables coordination with appropriate functional organizations and subject matter experts for resolution. The JLLIS Issue Resolution Module provides Administrators or Lesson Managers the ability to create a new issue or create an issue from a validated observation. It is the Lesson Managers responsibility to identify the Office of Primary Responsibility (OPR) and Issue Coordinator(s).

Phase 4: Evaluation

JLLIS provides the ability to capture and document evaluation and solution monitoring to either accept the lessons as lessons learned or return the lessons to the resolution process for further work. The JLLIS Issue Resolution Module allows Issue Coordinators the ability to set monitoring or evaluation milestones to help track actions or solutions during the evaluation process.

Phase 5: Dissemination

JLLIS provides the ability to publish Lesson Learned data, making the information accessible throughout the Joint Force and among authorized partners. JLLIS provides a number of features and data repositories to help facilitate information exchange, coordination, and dissemination from Communities of Practices, Binders, published Observations, Issues, and After Action Reports.
