Colonel Richard L. Evans was appointed by the Surgeon General as the Deputy Chief, US Army Nurse Corps on 2 November 2015. Colonel Evans’ previous assignments include Chief Nursing Officer and Deputy Commander for Nursing, Brooke Army Medical Center, Joint Base San Antonio, Fort Sam Houston, Texas; Assistant Deputy Commander for Nursing, Brooke Army Medical Center, Joint Base San Antonio, Fort Sam Houston, Texas; Deputy Commander for Nursing of the 10th Combat Support Hospital, Fort Carson, Colorado; Deputy Commander for Nursing, Task Force MED South-West (Deployed), Afghanistan; Assistant Deputy for Health Policy, Office of the Assistant Secretary of the Army (Manpower and Reserve Affairs), the Pentagon; Executive Officer, Office of the Chief, Army Nurse Corps, AMEDD Center & School, Fort Sam Houston, Texas; Senior Observer Controller, Joint Readiness Training Center Operations Group, Fort Polk, Louisiana; Clinical Nurse Officer in Charge, Ambulatory Surgery, Walter Reed Army Medical Center, Washington DC; Clinical Nurse Officer in Charge, Inpatient General, Vascular, and Head & Neck Surgery, Walter Reed Army Medical Center, Washington, DC; Instructor, Phase II Practical Nurse Course, Fort Bragg North Carolina; Clinical Staff Nurse, Emergency Departments, 121st Evacuation Hospital, Seoul South Korea and Martin Army Community Hospital and the 2nd Mobile Army Surgical Hospital, Fort Benning, Georgia.

He received an ROTC appointment as a Second Lieutenant in the Army Nurse Corps at the University of Rhode Island, Kingston in 1988 where he earned a Bachelors of Science in Nursing. He holds a Master of Science from the University of Maryland at Baltimore as a Clinical Nurse Specialist in Adult Health Nursing as well as Nursing Administration.; He is a graduate of the Army War College at Carlisle Barracks Pennsylvania with Master of Science in Strategic Studies and has attended the Interagency Institute for Federal Health Care Executives. He is a member of Sigma Theta Tau International Honor Society of Nursing, Phi Kappa Phi Honor Society, the American Nurses Association, the American Organization of Nurse Executives, and the Army Medical Department Regiment Order of Military Medical Merit.

Colonel Evans’ military awards and decorations include the Legion of Merit, the Bronze Star, and the Meritorious Service Medal with 4 Oak Leaf Clusters, the Army Commendation Medal, and the Army Achievement with various unit and service awards. He is authorized wear of the Army Staff Badge signifying service on the Army Staff. He has been awarded the 9A Proficiency Designator by the Surgeon General in Medical-Surgical Nursing. He is authorized wear of the Right Shoulder Sleeve Insignia for combat service in support of the 44th Medical Brigade during Operations Desert Shield and Storm, and the 62nd Medical Brigade for combat service in Operation Enduring Freedom.
