Successful Teams in State Government & the Governor’s Team Excellence Award

Join us for an engaging discussion with the leaders of several successful State teams that were recognized by last year’s Governor’s Team Excellence Award.  Don’t miss this opportunity to learn from the experiences these innovative and productive teams and discover how you might apply those lessons with your own teams.  The discussion will based around the qualities of effective teams such as Leadership, Strategy, Customer Focus, Measurement & Analysis, Workforce, Operations, and Results.  

The teams represented in this event are:

Topic: Facilitation Skills for Meetings
Effective continuous improvement efforts involve collaboration – and collaboration usually means meetings.  Too often, however, those meetings produce little results and last much longer than needed. Ineffective meetings can lead to frustration and discouragement on a team.  So what can you do?  One of the best ways to improve the quality of those meetings is to improve the quality of the facilitation. 
This interactive session will focus on a few basic tips and skills for successfully facilitating group meetings.  We will discuss the role of facilitators and the qualities that make them successful.  We will review keys to planning and designing facilitations that maximizes the involvement of participants and produces the desired outcomes.  We will also touch on some best practices for addressing distracting behaviors and ensuring that your meetings stay on task.

Topic: Getting your Quality Inprovement Initiatives Off To A Great Start
Too often teams created to carry out quality improvement efforts spend too much time and valuable resources trying to figure out what it is they are supposed to do.  A Team Charter is a tool that can help those teams clarify their purpose from the start, define how they will work, gain the support and resources they need, and monitor their progress towards success. 

Mike Rudis from Public Health’s Office of Performance Management and his team of trained facilitators have used team charters to initiate and manage quality improvements efforts in their division for several years. During this workshop,  he will share his knowledge and experiences on what a team charter is and how it can help a team be successful.  He will explore best practices on creating a team and outline the key elements of an effective charter.  He will also talk about how to put that charter into action – using some real life examples of what works as well as challenges you might face.

Presenter: Bill Blackburn

Building Shared Vision:  Its importance to the success of an organization.  Bill will be discussing the elements of a vision statement; its importance, and the approaches to communicating it.  In his presentation, Bill will explore the benefits of creating a shared vision within an organization. He will demonstrate how establishing shared vision will influence attitude, performance, and teamwork within an organization.

Bill Blackburn is the founder and President of Blackburn & Associates, LLC, a Service Disabled Veteran Owned Small Business and Affiliate of Academy Leadership.  He also serves as Adjunct Professor of Leadership for Villanova University.

Since joining Academy Leadership in 2009, Bill has lead both public programs and designed and delivered internal leadership programs for public and private organizations.  He has served as a member of the curriculum committee responsible for the design and development of Academy Leadership’s programs.  As an Adjunct Professor for Villanova University, he delivers a Strategic Planning for Leaders course that is part of the University’s Leadership Studies Curriculum.

Department of Technology and Information - Continuity of Operations Planning (COOP) Team

Presenter: Elayne Starkey

Delivery of services to its citizens is a core responsibility of state government and the ability to provide those services can be interrupted by disasters brought on by the forces of nature or by the actions of human beings, either by accident or design. This team, composed of subject matter experts from across DTI, developed and implemented a strategy for continuity of operations planning in 45 of the most critical departments and divisions in state government.
In this presentation, the DTI team will talk about the processes they used and the results achieved that make them successful.  They’ll discuss topics such as how the project got started, who was involved, how they gathered and analyzed information, what challenges they faced, and the benefits achieved as a result of the team’s work. Documents Minutes / Agenda

We are very excited about our upcoming August 5th meeting. We are honored to welcome Robert Strong as guest speaker. Robert is the Delaware Department of Labor Deputy Assistant Principal at the Office of Administration. Robert will provide DQP members and guests an insightful discussion on the Department of Labor performance measures. The Delaware Department of Labor connects people to jobs, resources, monetary benefits, workplace protections and labor market information to promote financial independence, workplace justice and a strong economy.

At this meeting, we will conclude our series on Promoting the Use of Performance Measures in the Public Sector. The DQP Board would like to sincerely thank our current and previous guest speakers for sharing with us their respective Department performance measures. We are honored and privileged to have been able to participate in these very informative presentations. 

As we begin to transition our discussions toward a more in-depth application of the Plan-Do-Check-Act tool, the DQP board has arranged with LEAN Enterprises a re-broadcast of a webinar entitled “Transformational Leadership: Understanding the Hidden Rules of Engagement”. The webinar is approximately 60 minutes and provides an excellent introduction to the Plan-Do-Check Act tool.

The DQP would like to create opportunities at the October meeting for our members to share applications and experiences with problem solving tools such as the Plan-Do-Check Act. We welcome suggestions on meeting format for this type of event.Documents

StateStat
is a performance-measurement and management tool implemented by Governor Martin O'Malley to make Maryland state government more accountable and more efficient.  Modeled after the CitiStat program that he developed as Mayor of Baltimore City, Governor O'Malley is using this databased management approach to make Maryland's government work again for the people.  Through this process of continually evaluating the State’s performance at the highest levels, opportunities to improve coordination and formulate strategies are ongoing - not just during annual budget reviews. 

Please join Katherine Klosek, a lead analyst with Governor O’Malley’s StateStat Office, and us in Dover as Katherine shares the evolution of StateStat from CitiStat, the interaction between StateStat analysts and the state agencies, and some examples of how the analysis of data trends has led to changes in Maryland’s state government.  Documents

Training Topic: The People Side of Process Improvement

The People Side of Process Improvement focuses on the most consistent challenge of process improvement programs – involving, engaging, and maintaining enthusiastic employee participation across all levels of the organization.

Understand the continuum of process improvement, uncover key drivers supporting process improvement, initiate a process to gain feedback, recognize process improvement cultural challenges, discover strategies to decrease resistance and stress, develop a process and approach for coaching, increase understanding of team dynamics and roles, discover the impact of expectations and motivation, and gain increased alignment of colleagues and customers.

In this fast paced and highly interactive workshop, participants will gain insights and practice using the stress management and human relation tools that will make their worklife more enjoyable.

Participants should expect to learn how to gain enthusiastic cooperation of others and engage individuals and teams in process improvement efforts.

About the Presenter: Doug has been with Dale Carnegie Training for 17 years as a training consultant and Professional Development Series instructor. Has received international recognition for his accomplishments as a consultant from his colleagues and for his work with Special Olympics Global Messengers program. He and his wife Gale live near Lewes Delaware where they enjoy the Lower Delaware pace of life.

Workshop Topic: Lean for Service and Government and
Value Stream Mapping for Information Flows
by The Delaware Manufacturing Extension Partnership

This two-part training begins with a half-day workshop on Lean for Service and Government where participants will walk through the application of Lean to non-production processes.  Participants will learn how to see the waste in these processes by applying value stream mapping techniques.  This training consists of information on getting started and scoping a project, current and future state Value Stream Mapping and plan implementation, and Lean tools and techniques including measures.  At the second part of the training, on October 2nd, participants will develop a more in depth perspective on Value Stream Mapping.  Using the tool and techniques, participants will walk through the entire
