ALARACT 196/2015, FISCAL YEAR 2016 OPERATIONS UNDER A
CONTINUING RESOLUTION (CR) - MESSAGE NO. 4, DTG: R 222037Z DEC 15. The
President has signed into law the "Consolidated Appropriations Act,
2016" which provides full-year Department of Defense appropriations for FY
2016. All DOD and MILCON/VA appropriations are therefore no longer under a
