The Boards required a primarily
off-the-shelf product that a) required little or no custom code
development, b)
met as many technical specifications as possible, and c) was highly
configurable locally. In
addition, the
Boards sought a product with the following characteristics:
- Configurable. The department controls the
workflow
procedures. Managers have the freedom to define folders, files, and
screens,
and there is no limit to the types of data the agency can collect.
- Adaptable.
Create new types of licenses and permits, update fee structures,
reassign
workers, and introduce new procedures and checklists as needed.
- Scalable.
Can grow to encompass additional modules, departments and systems when
agencies
ready to add them.
- Integrated.
Modules work together seamlessly, displaying user data from different
modules
on the same screen. Open architecture allows integration with GIS,
financial
systems, internet, image storage, and more.
- Automated Workflows. The system assigns
tasks to workers and
generates to-do lists and daily reminders based on agency specified
business
rules.
- Easily Tailored. Each module can handle
an unlimited number
of licenses or permit types. A link to a standard word processor
simplifies the
creation of forms, certificates, and reports.
- Flexible Data Management. Uses a flexible
database for storing
property information, including ownership, zoning, and assessment
details. Users
can search records by the criteria you choose.
- Internet Access. Whether in the office,
working from home or
on a temporary assignment, there is zero footprint on the client,
meaning that
there is nothing to install. All
that is
needed is an Internet browser, e.g., Internet Explorer, Firefox, etc.
- Security.
Integrated with ITE’s Enterprise Authentication and Authorization
service
(A&A), AMANDA password, business rules, and role security can
easily be
configured for additional security. System administrators can set
business
rules, plus policies and practices can be designed into the workflow
engine,
with a complete audit trail of activities.
- Easy automated payments. The ITE e
Payment module includes a fast,
easy to use system for taking one or more payments for goods and
services. With
system integration you can tie payments to existing accounting and
financial
systems, such as I3.
Most
importantly, the RFP
provided that expansion of the system could be readily accomplished by
issuance
of a simple Purchase Order that incorporates requirements, terms,
conditions
and pricing contained in the resulting Master Agreement, accompanied by
a
Statement of Work that specifies what the vendor will provide and not
provide. In this regard, AMANDA is scalable and can
grow to encompass additional modules, departments and systems when
agencies are
ready to add them. In addition, DAS-ITE
staff are committed to attaining vendor certification on the product,
further reducing
reliance on the vendor for application support and modification.
