Legal BooksThe Office of State Review (OSR) was created in 1990 to assist NY State Review Officers (SROs).  A State Review Officer reviews decisions of impartial hearing officers concerning the identification, evaluation, program or placement of children who have, or are suspected of having, an educational disability.  Either a child's parent or a school district may appeal to the State Review Officer requesting a review of an impartial hearing officer's decision.
