The Office of the Court Monitor represents Judge Louis “Duke” Bloom as a monitor for implementation of several court orders relating to behavioral health services in West Virginia, known collectively as E.H., et al., vs Khan Matin, et al. The original case was dated 1981 and has been litigated continuously on various issues since that time. The result of the case was a massive overhaul of hospital and community based mental health services in West Virginia. Those alterations have taken place over the last 29 years. Most recently, the Court Monitor was authorized to oversee implementation of matters related to case management services, forensic services, and services for individuals with traumatic brain injuries. The various documents available from this page describe the powers and responsibilities of the Court Monitor with regard to recent court orders.
