The 38 men and women of our Division work out of the spotlight to help make sure vulnerable adults in Vermont are treated with dignity and respect, and that they receive care appropriate for them.

Working towards this end, we have two separate and distinct missions:

Adult Protective Services (APS)

APS investigates allegations of the abuse, neglect, and exploitation of vulnerable adults.  Each year, our 2 intake staff members receive and screen over 4,500 allegations, leading to over 1,500 investigations that are assigned to 12 investigators that work across Vermont.  When APS finds that someone has abused, neglected, or exploited a vulnerable adult, that individual is placed on the Adult Abuse Registry, which prevents that person from working with vulnerable adults in the future.  Each year approximately 150 new names are added to the registry, and APS processes over 45,000 checks against the registry (all of which are performed manually by a single admin staff member).  APS also works with law enforcement, when appropriate, to ensure individuals that break the law when they harm a vulnerable adult can be prosecuted in criminal court.

Survey and Certification (S&C)

S&C licenses  and certifies a range of health care facilities and providers, and they surveys these facilities to ensure compliance with state and federal regulations governing the quality of care and quality of life of residents, patients and clients.  We have 15 registered nurses with a variety of backgrounds. We work across Vermont and visit facilities both as part of a regular inspection schedule and as a result of complaints received by our Complaint Unit. Facilities that are not in compliance with state and/or federal regulations develop plans of correction to address their deficient practice(s).  A majority of S&C’s work is performed under a federal contract with the Center for Medicare and Medicaid Services, commonly referred to as CMS.

In a perfect world, APS and S&C would not need to exist.  Vulnerable adults would all be treated with respect and dignity, and every care provider would have adequate expertise and resources to fully meet the needs of their residents, patients and clients.  Until then, if you know of a vulnerable adult that isn’t receiving the appropriate treatment, please make a report with the appropriate section of our division, and we will do our best to make things better.
