Office of Regulatory Reform

The Office of Management and Budgets, Office of Regulatory Reform was created in 2010 by an executive order and supported by legislation from both the House and the Senate. ORR aims to improve Rhode Island's business climate by making it easier for businesses to successfully navigate state and municipal permitting and regulatory affairs. It is the vision of the ORR to create and refine a clear, predictable and reliable state and local regulatory system to advance the competitiveness of Rhode Island businesses while protecting the health, safety and quality of life of our citizens.

Office of Regulatory Reform Seeks To

  • Provide direct assistance to incoming and existing Rhode Island businesses in navigating through regulatory systems.
  • Work with state agencies and local municipalities on efforts to streamline local permitting processes.
  • Recommend legislative and regulatory changes to the state leadership. Give your feedback in the Small Business Suggestion Box!
  • Intervene in any regulatory or permitting matters for the purpose of assuring the efficient and consistent implementation of rules and regulations and to foster the creation and retention of Rhode Island jobs.
  • Publish reports from executive branch agencies on their regulatory environment.
