Major General Baker is a 1985 graduate of Norwich University where he was commissioned a Second Lieutenant
in Armor. He served his initial assignment with the 1st Squadron, 3rd Armored Cavalry Regiment from 1985 to 1989.
In 1990, Major General Baker was the S-6 for 4-77 Field Artillery Battalion in Babenhausen, Germany.
From 1991-1994 he served with the 22d Signal Brigade in Darmstadt, Germany, as the 440th Signal Battalion S-4,
the Commander of A Company, 32d Signal Battalion, and in the Brigade Plans section. In 1994, he served as a Joint
Staff Intern in the Strategy Division, J-5. Major General Baker was then assigned to the Program, Analysis and
Evaluation Directorate, Office of the Chief of Staff, Army, as a program analyst.
