The Naval Sea Logistics Center Portsmouth provides supplier performance and material quality support/services across a customer base that includes the Department of the Navy (DON), Joint Services, Department of Defense (DoD) as well as Federal and Civil Agencies.
Office personnel provide a broad range of analytical, technical, and project management expertise in evaluating material quality assurance and/or supplier performance programs to include management of automated information systems in support of these efforts. The office is proactive in collecting, compiling, and providing data for both the acquisition and technical communities to:
- facilitate and enhance assessment of supplier performance and material quality;
- apply this information in the product and services acquisition process and contract award decisions; and
- provide senior officials with relevant decision information on supplier performance to prompt policy and operational changes, revise technical requirements, and re-engineer business processes.
Contractor Performance Assessment Reporting System (CPARS) is the single Federal Government wide information system for processing and collecting contractor performance information, as identified by the Administrator of the Office of Federal Procurement Policy. The Federal Acquisition Regulation (FAR) requires that contractor performance information be collected (FAR Part 42.15) and used in source selection evaluations (FAR Part 15). Source selection officials rely on clear and timely evaluations of contractor performance to make informed business decisions when awarding government contracts and orders. This information is critical to ensuring that the Federal Government only does business with companies that provide quality products and services in support of the agency’s missions.

Federal Awardee Performance and Integrity Information System (FAPIIS) is a web-enabled application that is used to collect contractor and grantee performance information including Terminations for Cause or Default, Defective Cost and Pricing Data, Determinations of Non-Responsibility, Terminations for Material Failure to Comply (grants), Recipient Not Qualified Determinations (grants), DoD Determination of Contractor Fault and Administrative Agreements. The Duncan Hunter National Defense Authorization Act of 2009 (Public Law 110-417) was enacted on October 14, 2008. Section 872 of this Act required the development and maintenance of an information system that contains specific information on the integrity and performance of covered Federal agency contractors and grantees.

Product Data Reporting and Evaluation Program (PDREP) ensures the Department of the Navy (DON) reduces the overall cost of doing business while ensuring a high level of confidence that the material used in our weapons systems work as designed. The PDREP does it by providing Acquisition, Quality Assurance, Engineers, Supply Chain Managers, Investigative Services, recipients of materials and more the tools to help them mitigate supplier and materiel risks, avoiding the costs associated with rework, overhead created by subsequent dispositioning of poor quality material or worse, material failure during the operation of a weapons system. The PDREP goal is first time, long time quality, and on-time delivery of materiel used in our Navy and Marine Corps.

Past Performance Information Retrieval System - Report Card (PPIRS-RC) serves as sole retrieval tool for contractor performance assessments. The primary purpose of the CPARS is to ensure that current, complete and accurate information on contractor performance is available for use in procurement source selections. This is accomplished through the PPIRS-RC. Completed performance evaluations are used as a resource in awarding best value contracts and orders to contractors that consistently provide quality, and on-time products and services that conform to contractual requirements. Information collected from contracting officers in PPIRS-RC is used by agency source selection officials and contracting officers from across the government in making award decisions.
It is imperative for the CPAR to include detailed, quality written information because each CPAR submitted to PPIRS-RC is used to effectively communicate contractor strengths and weaknesses to source selection officials.

Past Performance Information Retrieval System - Statistical Reporting Next Generation (PPIRS-SR NG) Mission: To provide Past Performance and Risk Analysis tools that can be utilized to determine the most cost effective and value oriented contract purchases below the Simplified Acquisition Threshold within the Department of Defense acquisition community. Vision: Creating breakthrough methods in analytics for DoD contracting officials in support of their goal to provide best value acquisition determinations of prospective suppliers as we move through the 21st Century. PPIRS-SR NG provides analysis of quality, delivery, cost past performance, and risk data for competitive acquisitions of commodities critical to our nation’s defense. As the name implies, the next generation of DoD contracting officials will need the best data available to complete its mission and this system will work to meet that goal.
