The Rhode Island Infrastructure Bank, formerly known as the Rhode Island Clean Water Finance Agency, was established in 1989 by the Rhode Island General Assembly as a quasi-public agency to administer certain federal and state programs relating to municipal or community waste water and drinking water financial assistance. In June of 2015, Governor Gina Raimondo and the Rhode Island General Assembly enacted legislation renaming the Agency as the Rhode Island Infrastructure Bank. The legislation also expanded the programs to be administered by the Bank, including commercial and residential Property Assessed Clean Energy (PACE) programs. Other new programs include the development of the Efficient Buildings Fund, intended to provide low cost financing for energy efficiency and renewable energy projects in public buildings around Rhode Island, and the creation of a Brownsfield remediation revolving fund. The Bank will continue to work with its many state and federal governmental partners in the development and administration of its programs, and continues to be governed by its Board of Directors.
