Idaho Time Sensitive Emergency

November 8, The TSE Council approved and designated Kootenai Health in Coeur d'Alene as a Level II Trauma center.

October11, The TSE Council approved Clearwater Valley Hospital in Orofino as a Level IV Trauma center and Teton Valley Hospital in Driggs, as a Level IV trauma center.

October 6, The TSE Council has updated their TSE Standards Manual which included minor changes.  The draft TSE Standards Manual can be found here which will become effective 7/1/2017.  Due to being incorporated by reference in the TSE Rules, IDAPA 16.02.01 the proposed rule changes are listed in the October - Idaho Administrative Bulletin and once approved, will go into effect on July 1, 2017.

September 13th- The TSE Council approved and designated Eastern Idaho Regional Medical Center- Idaho Falls as a Level II Stroke Center and a Level I STEMI center.

August 9th- The TSE Council approved and designated St. Luke's Boise, and St Luke's Meridian as Level II Stroke Centers.

July 12th- The TSE Council approved and designated Lost Rivers Medical Center in Arco as a Level IV Trauma Center. The TSE Staff wants to congratulate them for becoming the first Critical Access Hospital in Idaho to become designated. 

June 14th - The TSE Council approved and designed St. Luke's Boise Medical Center and St. Luke's Meridian Medical Center as Level I STEMI Centers.   

April 12th - The TSE Council approved and designated Saint Alphonsus - Boise, as a Level I STEMI center.

March 8th - The TSE Council approved and designated two Level II trauma centers, Eastern Regional Idaho Medical Center- Idaho Falls, and Saint Alphonsus Regional Medical Center- Boise. 

February 9th - The TSE Staff would like to congratulate Saint Alphonsus - Boise in becoming the first Idaho TSE designated center.  Saint Alphonsus Boise has been designated by the TSE Council as an Idaho TSE Level II (Primary) Stroke Center.    The TSE Council approved their new logo.

January 28 - Idaho Legislature approved the final rules for Time Sensitive Emergency System.

The Idaho TSE system is modeled on evidence-based care, that addresses public education and prevention, 911 access, response coordination, pre-hospital response, transport, hospital emergency/acute care, rehabilitation and quality improvement. The TSE program creates a seamless transition between each level of care and integrates existing community resources to improve patient outcomes and reduce costs. It will get the patient to the right place in the right time to the right care.

The following guiding principles are the foundation for the TSE system:
  • Provide nationally accepted evidence-based practices to time sensitive emergencies;
  • Ensure that standards are adaptable to all providers wishing to participate;
  • Ensure that designated facilities institute a practiced, systematic approach to time sensitive emergencies;
  • Reduce morbidity and mortality from time sensitive emergencies;
  • Design inclusive systems for time sensitive emergencies;
  • Participation is voluntary; and
  • Data are collected and analyzed to measure the effectiveness of the system. 

The Idaho Legislature passed HCR 10 in 2013 to form a workgroup to define the elements of a TSE program, including funding mechanisms and an implementation plan. The workgroup was responsible for drafting legislation for consideration by the 2014 Legislature to form an Idaho TSE program.

The 45-member workgroup, comprised of a variety of stakeholders, including emergency medical service providers, hospitals, healthcare providers, public health, health insurers, rehabilitation providers, legislators and community members, met from May through December creating the system and the legislation to present to the 2014 Legislature. On March 19, 2014, Governor Otter signed Senate Bill 1329aa into law.  

Idaho Statute Title 56 Chapter 10 Subsection 24-30 gives the TSE Council authority to write rules governing the statewide TSE system. The Council has begun meeting and hopes to have rules ready for the 2015 legislative session.
