OVERVIEW
The Vermont Agency of Transportation’s (VTrans) Waterbury Area Transportation Projects (WATP) are improving transportation and infrastructure in the Waterbury area to meet the immediate and long range needs of the community and the region. Several of the projects were constructed in 2014 and 2015. Others are now in final design or construction. When the entire program is completed, the investment will not only strengthen the region’s transportation system but also contribute to the economic viability, livability and sustainability of local communities.
The individual projects in WATP address a wide range of local and regional needs. The I-89 Bridges Project, which began construction in 2014 to rehab aging interstate structures that provide a critical link to Montpelier and Burlington, is now in its third and final phase. The Roundabout Project, located at Exit 10 on I-89 at the juncture of Route 2 and VT 100, now nearly complete, will improve traffic flow for 12,000+ vehicles per day entering Waterbury and provide a gateway to the community. Related projects, including the Bolton - Waterbury (US 2 Reclaim), Waterbury - Stowe (VT 100 Reclaim), Waitsfield - Moretown - Duxbury (VT 100 Resurfacing), and Richmond - Bolton (US 2 Reclaim) will extend roadway improvements to Stowe and other communities within the region by rehabilitating and repaving roadway along VT 100 and Route 2.
Major work on the State Office Complex is now completed. The 900+ employees who work in the State Office Complex-many of them returning after being displaced by Tropical Storm Irene --- will benefit from improved access that will result from projects in the WATP.
In downtown Waterbury, the Stowe Street Sidewalk project, completed in 2014, improved a 1/2-mile section of sidewalk to increase pedestrian access and safety, including safer routes to Thatcher Brook Elementary School. A series of Supporting Projects will target specific improvements, such as the relocation of an access ramp, traffic signals and repaving of local roadways that will enhance safety and improve the flow of traffic.
The long-awaited reconstruction of Main Street, scheduled to start construction in 2018, will rebuild a 1-mile section of Route 2 integrating pedestrian and streetscape improvements and facilitating access.
VTrans is leading the WATP as part of the Agency’s ongoing effort to maintain and improve the state’s transportation infrastructure and systems and its commitment to rebuilding after Tropical Storm Irene. VTrans is partnering with the Town of Waterbury, which is leading the Stowe Street Sidewalk and the Roundabout Projects as well as some of the Supporting Projects.
With active construction on multiple projects, VTrans is continuing the WATP’s comprehensive communications and public outreach program to keep the community informed and minimize disruptions.

VT100 Duxbury – Culvert Project
Project Location: VT 100 Bridge #193 in Duxbury over Crossett Brook
VT 100 in Duxbury will remain open to traffic with the possibility of interruption throughout the week. In the event of an interruption, flaggers will be present to assist in maintaining traffic flow on VT 100.
Crews will continue dismantling and removing the temporary two-lane bridge that carried VT 100 traffic over Crossett Brook during construction. They will also continue to remove the temporary roadway. Crews are expecting this work to take until early December to complete.
Please focus on safety when driving through the construction work zone and remember, it is illegal in Vermont to use any handheld portable electronic devices while driving. The law carries fines of up to $200 with points assessed if the violation occurs in a work zone.

MONTPELIER, Vt.—November 10, 2016---The Vermont Agency of Transportation (VTrans) re-opened VT 100 over Crossett Brook in Duxbury late this morning, a day ahead of schedule. Crews worked all summer to replace the aging culvert which carries Crossett Brook beneath VT 100 in Duxbury. Earlier this spring, the large aging culvert began showing signs of failure. Inspections showed significant deterioration of the structure and signs of cracking and sagging in the northbound lane pavement of VT 100. A temporary two-lane bridge was installed as a temporary measure to carry traffic until the permanent project to replace the culvert was developed.
The failing multi-plate metal pipe arch system, constructed in 1977, was replaced by a 28 foot by 8 foot precast concrete frame with a natural stream bottom, making it more resilient to larger storm events and provide aquatic organism passage. This new structure is hydraulically adequate and meets state stream equilibrium standards.
Crews will focus on dismantling and removing the temporary bridge thru early December. Daily lane closures can be expected while crews continue working on the project. Site restoration and clean-up work will occur in early spring 2017 to complete the project.
The Duxbury VT Route 100 Bridge replacement project is part of the Waterbury Area Transportation Projects (WATP), a series of transportation and infrastructure improvement projects in the Waterbury area that will meet the immediate and long range needs of the community and the region. The Roundabout and Stowe Street sidewalk projects were also a part of WATP. The entire series of projects is scheduled to be completed in 2021.

Stowe Street will also be reduced to one lane with alternating one-way traffic under the Exit 10 northbound off-ramp bridge. Crews will continue removing the overhang brackets that were used during construction of the new bridge. Concrete repairs are also underway on the piers for bridges 46N and 46S. Flaggers will be present to assist in maintaining traffic flow on Stowe Street.
VT100 Duxbury – Culvert Project
Project Location: VT 100 Bridge #193 in Duxbury over Crossett BrookSaturday, November 5, 2016 - Paving of the 3rd of 4 layers of new pavement will continue on Saturday, mid-morning through mid-afternoon. Paving is contingent upon favorable weather conditions.
Tuesday, weather permitting, crews will pave the final layer of new pavement. Guardrail installation, line striping, driveway apron paving and gravel shoulder installation will occur throughout the remainder of the week. All work is weather permitting.
VT 100 in Duxbury is tentatively scheduled to be opened to traffic on Friday, November 11th, 2016. .

I-89 Bridges Project – New Northbound Off-Ramp Bridge at Exit 10 Opens to Traffic
Montpelier, VT - The Vermont Agency of Transportation (VTrans) announced today the new northbound I-89 off-ramp bridge, located at Exit 10 in Waterbury, opened to traffic. This major project milestone was accomplished approximately two weeks ahead of schedule.
“We are very pleased to be opening this bridge ahead of schedule,” said Transportation Secretary Chris Cole. “The public has been very patient with the disruptions brought by this phase of the Waterbury Area Projects and I want to thank our contractor for meeting the project deadlines,” continued Cole. “Our improvement efforts in the Waterbury/Stowe area will continue with upgrades to VT 100 and Waterbury’s Main Street in the coming years.”
Daily lane closures can be expected throughout the remainder of the season within the I-89 Exit 10 Bridges project area as work continues. Work this fall includes final paving of the Exit 10 northbound off-ramp between VT 100 and the north end of the bridge, re-installing rumble strips on I-89 on northbound and southbound lanes, and removal of construction signs, traffic control devices and the temporary detour used to exit I-89 during the bridge closure.
The I-89 Bridges Project rehabilitated both the southbound and northbound mainline bridges in 2015. During the 2016 construction season, VTrans performed a full replacement of the Exit 10 northbound off-ramp bridge with a new two lane off-ramp bridge. Construction to replace the bridge required closing the existing bridge to traffic. Since April, northbound I-89 traffic exiting the interstate in Waterbury has been using a designated detour to access VT 100.
Work scheduled for 2017 will repair the I-89 northbound and southbound mainline bridge piers, along with restoring the park, installing sidewalk, and paving on Stowe Street. Construction in 2017 is not expected to impact interstate traffic. Project completion is scheduled for late summer 2017.

VTrans would like to remind travelers to expect traffic delays at the Exit 10 northbound off-ramp for the remainder of the week, especially all day on Friday (10/14). Crews are preparing to open the new Exit 10 northbound off-ramp bridge to one lane traffic early on Friday (10/14) and complete final paving and line striping on the exit ramp.
Work on Friday will also include the removal of the tubular markers and traffic control devices from I-89 northbound.

​Montpelier, VT -- October 6, 2016 -- The Vermont Agency of Transportation (VTrans) announced the new northbound I-89 off-ramp bridge, located at Exit 10 in Waterbury, is expected to open to traffic during the week of October 10th. The new two lane bridge is expected to open between Tuesday, October 11th and Friday, October 14th. The actual date will be announced when confirmed. This major project milestone will be accomplished approximately two weeks ahead of schedule.
Traffic delays can be expected at Exit 10 through October 14th, 2016 as crews prepare for the bridge opening. VTrans would also like to remind travelers that heavier traffic volumes are expected in the Waterbury/Stowe area for Columbus Day Weekend, particularly on I-89 and VT 100. Peak traffic is likely between 3-6 pm on Friday. Travelers are advised to use extra caution through this work area.

Project Location: The I-89 Bridges Project is located at Exit 10 on I-89 in Waterbury.Concrete Deliveries have been rescheduled for Tuesday, September 13, 2016. Crews will be placing the concrete deck on the new Exit 10 off-ramp bridge. This is a major task that must be completed over a 13 hour period, requiring a 2 am start and will impact travelers.
- Lighting devices and traffic control packages will be set up on the bridge and Stowe Street starting at 2:00 am.
- Concrete deliveries will be starting at approximately 3:00 am.
- Crews are expecting deliveries to take about 12 hours to complete.
Stowe Street traffic can expect short interruptions throughout the day during deliveries. Flaggers will be present to assist in maintaining traffic flow.

Smart Work Zone in Operation
The Smart Work Zone in Waterbury is now in operation with variable message signs posted on I-89, US 2 and VT 100 to alert travelers to construction related traffic conditions and detours.
Messages will be programmed from VTrans Traffic Operations Center. These movable message signs will be relocated as needed based on the location of construction activity and traffic patterns.
The Smart Work Zone provides Advanced Traveler Information during the construction of the new I-89 bridges. A full array of Portable Changeable Message Signs (PCMS), Wavetronics radar traffic sensors, and video cameras broadcast live data to a public website created for this Project.

Click here to download the Google Chrome browser.The general public can view the construction Work Zone traffic conditions at several locations in real time 24/7 and see the messages posted on the PCMS’s. The site’s traffic sensors continuously monitor traffic volumes through the Work Zone and alter PCMS messages regarding potential delays or expected travel times to certain destinations automatically based on pre-determined congestion thresholds, e.g. during peak commuting times. VTrans monitors the Work Zone for traffic congestion and incidents requiring emergency responses, such as disabled vehicles or crashes. When situations such as these do occur and public notification is warranted, VTrans will be able to respond quickly and alert drivers remotely through changes in the PCMS messaging and the website.

Project Location: The I-89 Bridges Project is located at Exit 10 on I-89 in Waterbury.
The rolling roadblocks scheduled for today have been postponed until tomorrow, Tuesday, July 26, 2016 between 9:00 am and 12:00 pm.
This work is weather dependent. If it rains, the rolling roadblock will be canceled and rescheduled for another time.
Rolling roadblocks will occur weekly on I-89 northbound between Exit 8 and Exit 10 so crews can maintain the tubular markers within the lane division.

Construction Update!
Please note the schedule for the Stowe Street closures has changed for the week of 7/18/2016!
Monday (7/18) - Stowe Street will be open. It was previously scheduled to be closed today.
Tuesday (7/19) & Wednesday (7/20) - Stowe Street will be closed - 8:00 a.m. to 3:30 p.m.
Depending on the progress of the work to set the beams, Stowe Street may also need to be closed to thru traffic under the bridge on Thursday (7/21) and Friday (7/22).
Please note the following change regarding rolling roadblocks:

Traffic Alert: I-89 Exit 10 Bridges Structural Steel Deliveries and Stowe Street Closures

Project Location: The I-89 Bridges Project is located at Exit 10 on I-89 in Waterbury.
Structural Steel Beam Deliveries –
A total of 20 steel beams for the new bridge will be delivered to the project over the next week. Deliveries are scheduled for Thursday (7/14) and Friday(7/15) of this week and Monday (7/18) thru Wednesday (7/20) of next week.
Deliveries are scheduled to arrive daily between 8:00 am to 3:30 pm.
Delivery Route – Due to the length of the beams, the delivery route will run from Exit 9-Middlesex to US 2 to Waterbury Village, through the roundabout to VT 100 N to Stowe Street.
Traffic – Traffic at VT 100/Blush Hill, Stowe Street and Lincoln Street will be held briefly for the delivery trucks to access the site on Stowe Street. Expect traffic delays.
Stowe Street Closure to Thru Traffic–
Stowe Street will be closed to thru traffic under the Exit 10 off-ramp bridge on Saturday (7/16), Monday (7/18) and Tuesday (7/19) while crews set structural steel for the new bridge above Stowe Street.
- Saturday (7/16) Closure Hours – All Day – Crews will be working throughout the day to set the steel. Once the work is complete, Stowe Street will be opened back up to thru traffic under the bridge.
- Monday (7/18) – Tuesday (7/19) Closure Hours – 8:00 am to 3:30 pm
During closure periods, local traffic will be able to travel on Stowe Street up to the closure from Main Street and up to the closure from VT 100.
A marked detour will be in effect for thru traffic as follows -
- Stowe Street (North) Traffic – Thru traffic from VT 100 and/or the north end of Stowe Street wanting to access the south end of Stowe Street (Main Street/US2) will be directed to VT 100 S to the Roundabout and take Union Street.
- Stowe Street (South) Traffic – Thru traffic from the south end of Stowe Street (Main Street/US 2) wanting to access VT 100 /north Stowe Street will be directed to use Union Street to the Roundabout to VT 100 N.
Pedestrians will have access through the closure with the assistance from flaggers.

VTrans to Replace Culvert on VT 100 in Duxbury

MONTPELIER, Vt.—June 8, 2016---The Vermont Agency of Transportation (VTrans) is moving ahead on replacing the culvert which carries Crossett Brook beneath VT 100 in Duxbury. Earlier this spring, the large aging culvert began showing signs of failure. Inspections showed significant deterioration of the structure and signs of cracking and sagging in the northbound lane pavement of VT 100. A temporary two-lane bridge was installed as a temporary measure to carry traffic until the permanent project to replace the culvert was developed.
The failing multi-plate metal pipe arch system, constructed in 1977, will be replaced by a 28 foot by 8 foot precast concrete frame with a natural stream bottom, making it more resilient to larger storm events and provide aquatic organism passage. Several structural alternatives were considered for this site. Given the site constraints and accelerated projects schedule, a wider, open bottomed concrete frame was selected. This new structure will be hydraulically adequate and meet state stream equilibrium standards.
Construction is expected to start the week of June 13th with the completion of the replacement scheduled for November 2016. Crews will return in the spring of 2017 for site restoration and final paving.
An off-alignment two-lane temporary bridge will be installed by mid-July to carry traffic until VT 100 is restored. Traffic may be interrupted periodically to allow equipment and trucks to access the site.
Weekly construction updates are posted on the Waterbury Works website at http://watp.vtransprojects.vermont.gov and emailed to those who register on the website. Regular updates are also provided on 511, Facebook, Twitter, and via VTrans’ On the Road program.
The Duxbury VT Route 100 Bridge replacement project is part of the Waterbury Area Transportation Projects (WATP), a series of transportation and infrastructure improvement projects in the Waterbury area that will meet the immediate and long range needs of the community and the region. The Roundabout and Stowe Street sidewalk projects were also a part of WATP. The entire series of projects is scheduled to be completed in 2021. -

Reduced Speed Limits and Traffic Pattern Changes at I-89 Northbound Exit 10 - Waterbury
VTrans is moving ahead on construction to replace the northbound Exit 10 off-ramp bridge, the third and final phase of the I-89 Bridges project. Replacement of the off-ramp bridge will require closing the existing bridge which carries exiting northbound traffic to VT 100. Crews are preparing for the northbound off-ramp closure and traffic shift to occur on Friday, April 15th, 2016, weather permitting.
The I-89 northbound traffic pattern will be identical to last year with northbound lanes divided by tubular markers, permanent markings and barrels. Northbound thru traffic will be restricted to left lane use only and traffic exiting I-89 at Exit 10 will be restricted to right lane use only. During the northbound off-ramp bridge closure, I-89 traffic wanting to exit the interstate will be directed to the temporary off-ramp detour that was constructed last year.
To promote a safe transition from I-89 onto the temporary ramp, a reduced posted speed limit of 25 mph will be in effect on the temporary ramp. VTrans has included several traffic control measures to warn exiting motorists about the 25 mph speed limit zone. In addition to posted speed limit signs, advance warning will include installation of two sets of transverse rumble strips, which will span across the right lane in strategic locations. Radar speed feedback signs will also be in place between the two sets of rumble strips. Additionally, a right turn warning sign will be installed at the turn to the exit ramp which will light up if it detects vehicle speeds higher than 25 mph.
Southbound I-89 traffic can expect two lanes open at Exit 10, except for occasional times when single temporary lane closures may be necessary.
In 2015, the two mainline I-89 bridges at Exit 10 were rehabilitated and during the 2016 construction season the northbound off-ramp bridge will be reconstructed.
