	Welcome to Youth Empowerment Services Welcome to the Youth Empowerment Services (YES) website. Here you will find information on the ongoing collaborative effort to implement a new system of care for Idaho children and youth with Serious Emotional Disturbance (SED). The Children’s Mental Health Reform (CMHR) Project is being authorized by the Department of Health & Welfare to accomplish this work. This website will continue to grow as the Project continues, and will contain helpful information for children and families, community stakeholders, treatment providers, and anyone who would like to participate in reforming Idaho’s system of care for providing children's mental health services. Idaho’s new system of care will be: family-driven, community-based, coordinated, and comprehensive. YES Timeline Jeff D. Class Action Lawsuit: 1980 - Formal Mediation: September, 2013 - December, 2014 Settlement Agreement: June, 2015 Idaho Implementation Plan: May, 2016 Children’s Mental Health Reform Project Plan: September, 2016 Children’s Mental Health System of Care: May, 2020 Read more background Collaboration beginning in 2012 led to the development of a Settlement Agreement that was filed in 2015 in the Jeff D. class action lawsuit. The Settlement Agreement laid the foundation for the Idaho Implementation Plan, which is the roadmap for Idaho’s transition to the new system of care. The work to build the Settlement Agreement and the Implementation Plan required a cross-system partnership between the Idaho Department of Health and Welfare's Division of Behavioral Health (DBH), Division of Medicaid, and Division of Family and Community Services (FACS), the Idaho Department of Juvenile Corrections (IDJC), and the Idaho State Department of Education (SDE), as well as plaintiff attorneys and stakeholders involved in the Jeff D. class action lawsuit. This partnership will continue through the life of the CMHR project. The Idaho Implementation Plan was approved by the District Court in May, 2016. The CMHR Project will follow the framework of the Implementation Plan to accomplish the full transition to the new system of care by 2020. The participation of stakeholders in workgroups and committees will be a key component of the Project moving forward. Check this website frequently for more information as the project grows.
