The Bay-Delta Hearing and Program Development Section formulates strategies and recommendations to effectively represent DWR interests in State and federal Bay-Delta regulatory proceedings. We conduct studies, prepare exhibits and reports, and develop testimony in the following areas: water supply impact assessment; fish and wildlife; State Water Project and Central Valley Project operations; legal implications; water quality; supply, demand, and conservation forecasts; and monitoring and compliance with regulatory standards. We coordinate with other State, federal, and local agencies, review other parties' testimonies and provide rebuttal testimony and cross-examination.
