Over the years, the Office of Private Health Partnerships (OPHP) has helped thousands of Oregonians access health care coverage. New health reforms now make it easier for Oregonians to get coverage. No one can be denied coverage due to pre-existing conditions. People who have been denied coverage in the past, can now qualify for the same health coverage – at the same cost – as everyone else. In addition, the Oregon Health Plan (OHP) is now open to more Oregonians.

Therefore, the Office of Private Health Partnerships closed its programs on December 31, 2013.

The following OPHP programs closed on December 31, 2013.

• The Oregon Medical Insurance Pool (OMIP) provided coverage for people with pre-existing health conditions. Under new consumer protections, no one can be denied coverage or forced to pay more based on their health.
• The Family Health Insurance Assistance Program (FHIAP) helped low-income families buy health care coverage from private insurers. Many families are now eligible for the Oregon Health Plan or financial assistance to help them pay for coverage through Cover Oregon.
• The Healthy KidsConnect (HKC) program provided private market health care coverage for Oregon children (0 – 18 years of age) who did not qualify for Oregon Health Plan coverage because of family income. The income limits have since increased and these children can now be covered under OHP.

The staff at OPHP appreciated the opportunity to help nearly 200,000 Oregonians gain health insurance through its programs.​​​​​​​​​​​
