Human Resources Management Competency Model - Competencies Confirmed for Training and Development
The following table presents the human resources management (HRM) competencies and the proficiency levels associated with each HRM competency by grade level. These competencies have been confirmed as appropriate for training and development on a Governmentwide basis for 0201 Human Resources (HR) Specialist positions. NOTE: Required proficiency levels may vary based on an agency's specific occupational needs and position requirements.
A competency is the combination of knowledge, skill, and/or ability one needs to successfully perform a job function. There are general and technical competencies, and both are required for each occupation. General competencies cut across occupations, while technical competencies are specific to an occupation and/or technical area. Both general and technical competencies have a required proficiency level by grade level.
The HRM competency model features 24 general competencies, categorized into three HR Professional Roles, plus the Leader Role.
