About the STD/HIV Program

The STD/HIV Program (SHP) administers statewide and regional programs designed to prevent the transmission of STDs and HIV, to ensure the availability of quality medical and social services for those diagnosed with an STD or HIV, and to track the impact of the STD and HIV epidemics in Louisiana. 

Vision Statement

The Vision of the combined program is to "achieve a state of awareness that promotes sexual health, ensures universal access to care, and eliminates new STD and HIV infections."

Mission Statement

SHP's mission is to lead the effort to build a holistic, integrated and innovative system of STD and HIV prevention, care and education that eliminates health inequities. We will do this by utilizing quality data and technology to inform and direct policy and programs around sexual health.

Reporting Requirements

SHP has distinct policies for providers and laboratories to report HIV and other STDs.  Please follow the instructions outlined here.

Program Departments

• Prevention is primarily funded through a cooperative agreement with the Centers for Disease Control and Prevention.  Additional funding from the state of Louisiana contributes to STD testing and treatment in parish health units.

  Major prevention activities include HIV Counseling, Testing, and Linkage to Care Services, Prevention Materials Distribution, Partner Services, Community Planning, the Louisiana Statewide STD/HIV Infoline, and training and education.

• Services provides a variety of patient care services to individuals living with HIV/AIDS, such as primary medical care, medications, dental services, assistance with transportation, rent and utilities, child care, supplemental food items, and other needed support services.

  The Services Program is primarily funded through the Health Resources and Services Administration (HRSA), the Department of Housing and Urban Development (HUD) and the State of Louisiana.

• Surveillance is funded through a cooperative agreement with the Centers for Disease Control and Prevention (CDC). The program maintains a statewide active surveillance system to identify persons meeting the CDC case definition for HIV infection, AIDS progression, perinatal HIV exposure from mother to child,  all stages of syphilis, gonorrhea, chlamydia, and congenital syphilis. The surveillance program collects, manages, conducts quality control and deduplication on all reported cases of HIV and STDs, completes longitudinal follow-up on persons living with HIV infection, and analyzes all data to describe the HIV and STD trends in Louisiana.
