INVEST Program 2015 Annual Report

INVEST is a family of highly rated investment pools designed specifically for local government and nonprofit groups. INVEST is similar in concept to money market funds, offering two rated pools with short-term maturity as well as periodic custom investment opportunities for longer-term investment needs.

Industry-Leading Expertise and Oversight

INVEST was created by the Pennsylvania Treasury. The program’s portfolios are managed by the Pennsylvania Treasury’s investment staff, which also oversees the investment and custody of nearly $95 billion in public funds.

In addition to daily monitoring by Treasury, INVEST is monitored by and has earned the highest rating from the financial world’s premier rating company: Standard & Poor’s Ratings.

The "Daily Rate" refers to the income per share (factor), including realized capital gains and losses, generated by the respective pool on that day, expressed as an annual (365 day) percentage. The "7-Day Average" is a simple arithmetic average of the "Daily Rate" over the applicable period. All reported rates are quoted net of fees.
 
 

Standard & Poor's Rating Services has rated INVEST's Daily and Community pools as "AAAm" pools. The "AAAm" is the highest rating available from S&P and signifies that each of the INVEST Pools has superior capacity to maintain principal value and limit exposure to loss.

*****IMPORTANT NOTICE*****

Effective September 1, 2016, the Pennsylvania State Treasury will manage all INVEST portfolios in accordance with Act #10. The Act expands allowable investments to include Commercial Paper and Negotiable Certificates of Deposit in addition to the U.S. Government securities currently utilized. The expansion will provide an opportunity to benefit from the higher yields available on non-government issued obligations when they are a prudent addition to the securities held in the Portfolios.
