USMMA Graduate Service Obligation Requirements

Each graduate is required to provide their first Annual Compliance Report Form (MA-930) to the Maritime Administration (MARAD) between January 1st and March 1st following their graduation. Reports are required to be received at MARAD during the sixty day period between January 1st and March 1st following graduation and each year thereafter until all components of your service obligation has been completed.

In summary, your maritime service obligation requirements are as follows:

  1. Report your compliance - between January 1st and March 1st each year submit your Annual Compliance Report Form (MA-930) to MARAD reporting the components of your service obligation; U.S. Merchant Marine Academy (USMMA) graduates submit to the USMMA and State Maritime Academy (SMA) graduates submit to MARAD.


  2. Employment - serve in the foreign and domestic commerce and the national defense of the United States for at least five (5) years following graduation, if a graduate of U.S. Merchant Marine Academy (USMMA) as:

    (A) a merchant marine officer in the U.S. flag fleet; or

    (B) a commissioned officer on active duty in the armed forces or NOAA Corps; or

    (C) with the Federal government in a maritime-related position that serves the national security interests; or

    (D) ashore, in a U.S. maritime related industry, profession or marine science, if a determination has been made that no afloat positions are available; and


  3. License - maintain the U.S. Coast Guard Unlimited license as an officer in the merchant marine of the United States, including as a minimum all endorsements held at graduation, for six (6) years following graduation; and


  4. Reserve Commission - apply for and accept, if tendered, an appointment as a commissioned officer in the reserves of the armed forces of the United States and maintain that commission for at least six (6) years after graduation [1] .
