DHS has published a new page on our website: the Chemical Facility Anti-Terrorism Standards (CFATS) Advisory Opinions webpage . This new resource includes advisory opinions written by the Infrastructure Security Compliance Division, the office responsible for administering the CFATS Program. DHS developed this new tool, in part, at the request of chemical facilities and industry groups asking for clarification on certain issues. CFATS Advisory Opinions will help clarify the CFATS rule, whenever appropriate, to most effectively administer the CFATS program. DHS recognizes the importance of providing clear and accurate compliance information to the Chemical Sector and plans to continue posting advisory opinions as necessary. Chemical Facility Anti-Terrorism Standards Program Reinstates Top-Screen Requirement with Release of CSAT 2.0

Earlier this year, the Department of Homeland Security (DHS) temporarily suspended the requirement to submit Chemical Facility Anti-Terrorism Standards Top-Screens and Security Vulnerability Assessments (SVA) in order to allow for a phased rollout of the new Chemical Security Assessment Tool (CSAT 2.0) surveys and enhanced risk tiering methodology. On October 1st, the requirement to submit Top-Screens will be reinstated. Chemical facilities of interest that have not previously submitted a Top-Screen, but which have come into possession of reportable amounts of COI, must submit a Top-Screen within 60 days.

Additionally, in the coming months, DHS will be reaching out directly to CFATS chemical facilities of interest that have previously submitted Top-Screens to DHS, requiring that they submit a new Top-Screen using CSAT 2.0. However, facilities may choose to proactively resubmit a Top-Screen once the new tool is available and prior to receiving the individual notification.

CSAT 2.0 will provide a significantly more streamlined and user-friendly experience for facilities, including a revised CSAT portal user interface and the streamlined Top-Screen, SVA, and Site Security Plan surveys. It will also collect the information necessary to process facilities through the improved risk tiering methodology, which incorporates information related to terrorist threat, potential vulnerabilities, and the potential consequences of a terrorist attack.

Facilities may prepare for the notification and submission by doing the following:
    •  Check your CSAT account. Log in to https://csat.dhs.gov/industry and select the “Update My Information” link to confirm that all information is correct and up-to-date. If you are unable to access your account, please contact the CFATS Help Desk, (866) 323-2957.
    •  Participate in a training demonstration. Recordings of webinar sessions that walk the user through the revised CSAT portal user interface, enhanced Top-Screen, and streamlined SVA and SSP are available on the CFATS Knowledge Center. In-person demonstrations will take place in several cities across the country. Visit https://www.dhs.gov/cfats-tiering-methodology for more information.
    •  Contact the CFATS Help Desk. Call (866) 323-2957 or find a CFATS Compliance Case Manager or your local Chemical Security Inspector by emailing CFATS@hq.dhs.gov.
