The Long Term Care Service of Protective Health Services oversees the health and safety of residents living in licensed long-term care facilities.  Long-term care facilities include nursing homes, skilled nursing facilities, residential care homes, assisted living centers, continuum of care homes (which include an assisted living center and a nursing facility) and Intermediate Care Facilities for Individuals with Intellectual Disabilities (ICF/IID).

Long Term Care surveyors conduct annual surveys in each facility for Licensure, Title XVIII and/or Title XIX as well as investigation of complaints received.  These surveys ensure that state and federal standards are met.  Long Term Care staff also conducts Licensure and Complaint investigations in Adult Day Care Centers. Complaints may come from residents, staff, other agencies or the public at large and may be made anonymously. When a facility is found out of compliance with regulations, deficiencies are cited.  The facility must then submit a plan of correction. 

There is opportunity for the facility to contest the deficiency through an informal dispute resolution process (IDR). At this time, evidence is presented to dispute findings and a second review of the facts surrounding the non-compliance occurs. Follow up visits are made to facilities to ensure correction of deficiencies. Enforcement remedies are imposed when necessary and may consist of a directed plan of correction, civil monetary penalties, denial of payment for new admissions, and/or removal of approval to conduct nurse aide training on site.  They may also include appointment of a temporary manager or receiver to assume operation of the facility. 

The Long Term Care Service works closely with the Health Resources Development Service and others within the Oklahoma State Department of Health to promote the provision of excellent quality of care for individuals receiving services in licensed facilities. The Long Term Care Service conducts “provider trainings” for long term care facility staff across the state several times a year in an effort to provide educational assistance and promote quality of life and continuity of care to ensure the health, safety and welfare of our residents.
