USAMRMC BAA | Broad Agency Announcement

The Broad Agency Announcement (BAA) is a competitive solicitation procedure intended to solicit extramural research and development ideas. It is issued under the provisions of the Competition in Contracting Act (CICA) of 1984 (Public Law 98-369).* (See Federal Acquisition Regulations FAR 6.102(d)(2) and 35.016.) The BAA provides a general description of U.S Army Medical Research and Materiel Command's (USAMRMC's) research and development programs, including: research areas of interest; general information; evaluation and selection criteria; and proposal/application preparation instructions. Research funded through the BAA is intended and expected to benefit and inform both military and civilian medical practice and knowledge. Research proposals/applications are sought from national, international, for-profit, non-profit, public, and private organizations. The BAA is a continuously open announcement; pre-proposals/pre-applications and proposals/applications may be submitted at any time throughout the 12-month period.

PRE-PROPOSAL/PRE-APPLICATION SUBMISSION PROCESS:
To conserve both submitters' and federal government resources, organizations are required to submit preliminary proposals/applications (pre-proposals/pre-applications) so that the government can determine whether a proposed research idea meets the USAMRMC's mission and requirements. After government review, if the USAMRMC is interested in receiving a full proposal/application, the Principal Investigator (PI) will be invited to submit a full proposal/application. A full proposal/application will not be accepted if the PI has not submitted a pre-proposal/pre-application and received an invitation to submit a full proposal/application.

Pre-proposals/pre-applications can no longer be submitted through USAMRAA's web site. All pre-proposals/pre-applications must be submitted through the electronic Biomedical Research Application Portal (eBRAP). You can access eBRAP, along with submission instructions and forms, through https://eBRAP.org. The PI must register in eBRAP and the organization's Business Official must either be named or invited before a pre-proposal/pre-application can be submitted. eBRAP is managed by the Congressionally Directed Medical Research Program (CDMRP) office.

ASSISTANCE AGREEMENT AWARDS:

Total Period of Performance may be proposed up to 4 years.

Any assistance agreement (grant or cooperative agreement) awarded under this BAA will be governed by the award terms and conditions that conform to the Department of Defense’s (DoD) implementation of Office of Management and Budget (OMB) circulars applicable to financial assistance.Â Terms and conditions of awards made after December 26, 2014, may include revisions to reflect DoD implementation of new OMB guidance in 2 CFR part 200, “Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards.”

CONTRACT AWARDS:

Total Period of Performance may be proposed up to 5 years.

The Subcontracting Plan Requirement has been updated.

USAMRMC 17-R-BAA1

The USAMRMC 17-R-BAA1 (Funding Opportunity Announcement Number W81XWH-17-R-BAA1) is located on http://www.grants.gov. To access the BAA, follow the steps outlined below:

On the Grants.gov homepage, click the tab "SEARCH GRANTS";
In the "Opportunity Number#" block, enter W81XWH-17-R-BAA1; or
In the "CFDA Number" block, enter 12.420, and perform a "Search." Under the "Opportunity Number" column, look for number W81XWH-17-R-BAA1 in the list.
