 | 2016 Tier II Reports are due January 1 - March 1, 2017
MISSOURI TIER TWO reports are due between January 1 and March 1 annually and report information for the previous year. Please review filing instructions carefully. Signed reports must be submitted to TWO agencies: Your Local Emergency Planning Committee addresses can be found by following this link:http://sema.dps.mo.gov/docs/programs/executive/MERC/LEPC-addresses.pdf and the Fire Department / District with jurisdiction for your facility. Only the MISSOURI TIER TWO form is approved and acceptable for EPCRA reporting in Missouri. Missouri does not accept "Tier 2 Submit".
If you are NEW to electronic MISSOURI TIER TWO filing, the first thing you need to do is request your User ID and Password. Please select "Facility List" at the top of this page, then select "If you Don't have a User ID and Password, click HERE" below the log-in box and follow the instructions on the User ID Request Form. When you have completed all the fields and clicked on "Request It", call the MERC office at 800-780-1014 and ask to have your previous year's report linked to your new User ID. If this is the first year that you have been required to file a MISSOURI TIER TWO report, click on "Facility List" at the top of the page, enter your User ID and Password and click on "Login". When the "Facility List" opens with "No Documents Found", click on "Add Facility" and enter your information. |
Please complete all fields requested to include: facility mailing address; regulatory point of contact; North American Industrial Classification System (NAICS) code; fire department with jurisdiction; facility e-mail address and fax number; and Range Value Codes of chemical amounts for maximum/average daily quantities. "Name" and "Title" must be completed at the bottom of the first input page for Certification. The "Date" field is completed automatically with the date the report is printed.
A new feature is the automatically completed and calculated Fee Calculation Worksheet. Check it out by selecting the "Fee Calc. Sheet" icon on the "Facility List" page.
You will be able to file electronically on-line this year BUT will still need to send signed hard copy reports to the following three recipients: MERC (receives signed fee calc along with check), LEPC and Fire Department/District http://www.dfs.dps.mo.gov/programs/resources/mo-fire-depts.asp with jurisdiction (receives signed tier two report). When EPA resolves the regulatory change that permits filing with one agency, we will be able to simplify procedures even further.
