On July 15, 2016 the Office of Management and Budget issued an update to OMB Circular No. A-123, Management Responsibilities for Enterprise Risk Management and Internal Control (https://www.whitehouse.gov/sites/default/files/omb/memoranda/2016/m-16-17.pdf). OGE has kept a keen eye on the development of this update, commenting and attending meetings to ensure that agency ethics programs have an opportunity to contribute meaningfully to their agencies’ enterprise risk management and internal control activities. OGE has also been very interested in the recent release of the Enterprise Risk Management Playbook by the CFO Council. The Playbook will serve as a guide for agencies as they implement enterprise risk management programs. As we approach the Presidential transition, many employees are beginning to look for jobs outside of the federal government. In order to provide the best possible advice to those seeking non-federal employment, we must be fluent in the laws and regulations governing seeking and negotiating for employment outside of government.  Please join us for a Massive Open Online Course (MOOC) devoted to advising employees on Subpart F of the Standards of Ethical Conduct and 18 USC section 208 dealing with seeking and negotiating for employment. 
This class consists of two sessions:
The first session on Tuesday, July 12th will be an introduction to the laws along with instructions for the exercises. Participants will reconvene on Thursday, July 14th to debrief the exercises. Both sessions will be offered from 12:00 noon until 1:00 pm.

In this broadcast, Seth Jaffe and Rachel Dowell from OGE’s Ethics Law & Policy Branch will review the recent amendments to the seeking other employment rules found at 5 C.F.R. § 2635, Subpart F, which were published as final on July 26, 2016. Seth and Rachel will discuss some of the principal changes set forth in the final rule, including 1) the application of the seeking other employment rules to employees who seek employment online and through social media, and 2) the implementation of the statutory notification requirements under section 17 of the Stop Trading on Congressional Knowledge Act of 2012.

As ethics officials, we often associate Presidential election years with counseling outgoing employees and preparing to train and assist incoming political appointees. But transition also brings new ethics challenges for career agency leaders helping organizations manage through the transition. In this one-hour broadcast, IEG instructors will share training tools that you can use to prepare the career SES leaders in your agency for some of the challenges they will face during the Presidential transition. We will focus on ethics issues that arise when an employee is acting in a new role and those that arise when interacting with former colleagues who are employed outside of the Government.
