The New York State Division of Criminal Justice Services (DCJS) seeks applications to fund the Gun Involved Violence Elimination (GIVE) initiative. Approximately $13.3 million will be made available to support GIVE in the 17 counties outside of New York City that represent 83% of the Part I violent crime in New York State as reported through the Federal Bureau of Investigation’s (FBI) Uniform Crime Reporting (UCR) system. Applications are due to DCJS by noon on Wednesday, Feb. 22, 2017.

Pursuant to Executive Law sections 837-a(9) and 840(2-a), the state Division of Criminal Justice Services has issued the following regulation concerning a Pre-Employment Corrections Training program. The program is an alternative method of completing the Basic Course for Correction Officers. The program is conducted in two phases: Phase 1 is designed to be completed by a civilian; and phase 2 is completed after an individual successfully completes the initial or pre-employment phase and is appointed as a sworn corrections officer. In contrast, a conventional basic correctional course is completed in its entirety only by sworn corrections officers. However, the Pre-Employment Corrections Training program does not cover topics deemed appropriate only for sworn corrections officers, such as firearms training.

The New York State Commission on Forensic Science and its DNA Subcommittee have scheduled a special meeting on Friday, Feb. 10, 2017, to discuss familial DNA searching and whether it should be permitted in New York State. The meeting is set for 9 a.m. to 2 p.m. at 1 Centre St., Manhattan, in a meeting space on the north side mezzanine, between the first and second floors of the building.

Governor Andrew M. Cuomo today announced that New York State has received $7.7 million in federal funding that will allow the state to fund 11 new programs and support 117 existing programs that help victims of domestic violence and sexual assault. Funding through the federal Violence Against Women Act was increased by nearly $662,000 to support programs offered by non-profit organizations, hospitals and law enforcement agencies across the state.

A total of $661,268 in funding through the federal Violence Against Women Act will support 11 new programs across the state, assisting victims in Chenango, Columbia, Greene, Kings, Monroe, Nassau, New York, Orange, Queens and Schoharie counties. Additionally, the state’s 117 existing programs that received federal funding in 2015 will continue receiving support through this renewed funding. There are 105 non-profit organizations, hospitals, district attorneys’ offices and other agencies that offer these programs across the state.

Governor Andrew M. Cuomo has announced the completion of a $370,000 expansion of the Albany Crime Analysis Center in the Capital Region. The Center primarily serves police and prosecutors in Albany, Rensselaer, Saratoga and Schenectady counties and is part of a state-supported network of seven crime analysis centers. The expanded hours and services provide real-time support to local law enforcement agencies to help solve, reduce and prevent crime.

The Albany Crime Analysis Center, which originally opened in 2009 to serve Albany County agencies, now operates six days a week and provides real-time analysis and support to police and prosecutors in the four Capital Region counties. It has also assisted agencies neighboring counties south to Dutchess, west to Fulton, and north to Warren and Washington.

The Missing Persons Clearinghouse at DCJS is coordinating New York’s participation in the National Missing Children’s Day poster contest, sponsored annually by the U.S. Department of Justice.

The contest is open to fifth graders and the deadline for entries is Feb. 1, 2017. The winner of New York’s contest will compete against those from other states in the national competition, judging for which will occur in March 2017. The Clearinghouse also will award second- and third-place honors.

Governor Andrew M. Cuomo is offering executive pardons to New Yorkers convicted of non-violent crimes at ages 16 and 17 who have been crime-free for a minimum of 10 years since their offense.

For individuals who receive this pardon, the New York State Office of Court Administration has stated that it will restrict public access to criminal history records, meaning that they will not be available to private employers, landlords or other companies that seek this information.

To assist individuals in applying for clemency, Governor Andrew M. Cuomo is partnering with several organizations from the legal community to provide free clemency petition services to individuals incarcerated by the New York State Department of Corrections and Community Supervision.
