Military Buildup EIS

GovGuam wants to keep you informed on the ongoing activities associated with Department of Defense initiatives in the Region. The Office of the Governor's Special Assistant for the Military Buildup will periodically provide Fact Sheets and Executive Summaries on various Environmental Impact Studies being conducted throughout the region and those specifically affecting Guam.

Final Supplemental Environmental Impact Statement (SEIS) 

The Final Supplemental Environmental Impact Statement (SEIS) was released in July 2015. The Final SEIS analyzes the impacts associated with the proposed actions that pertain to the Live-Fire Training Range Complex (LFTRC) and Main Cantonment and Family Housing Location on Guam due to the deferment by the ROD for the Guam and Commonwealth of the Northern Mariana Islands (CNMI) Military Relocation; Relocating Marines from Okinawa. The purpose of the proposed action evaluated in this SEIS is to ensure that the relocated Marines are organized, trained, and equipped as mandated by 10 USC § 5063 to satisfy individual live-fire training requirements as described in the 2010 Final EIS and associated ROD, and to establish an operational U.S. Marine Corps (hereinafter "Marine Corps") presence on Guam in accordance with the 2012 Roadmap Adjustments. The proposed action is to construct and operate a cantonment, including family housing, and an LFTRC on Guam to support the Marine Corps relocation.

Guam Zero Waste Plan

In 2011, the Government of Guam (GovGuam) began a planning process to identify new policies, programs, and facilities needed to implement a Zero Waste Program. This process was initiated by both necessity and desire. The necessity is due to a solid waste management system in crisis with limited landfill space, high disposal costs, and an impending significant population increase due to the United States (U.S.) Department of Defense (DOD) plans to build-up the military's presence on the island. The desire comes from a deeply-rooted regard that the people of Guahan have for nature and planet earth, and a determination to preserve the environment for their children and the future.

Recognizing that no single initiative or strategy can be put into place to achieve Zero Waste, GovGuam decided to initiate the development of a "Master Plan" to chart a course toward waste minimization and environmental sustainability for the island. With that decision, the development of a Zero Waste Plan with multiple strategies and initiatives aimed at developing a Zero Waste Program for Guam began in earnest.

Overview

Over the last several years, the Office of the Governor has worked with the Advisory Consulting Team (ACT) in providing the people of Guam with planning and technical studies associated with the potential military buildup and how changes in the military can be addressed to enhance the overall quality of life on Guam.

5-Year Health and Social Services (HSS) Strategic Plan

The Office of the Governor guided the development of the Five-Year Health and Social Services Strategic Plan for the Territory of Guam. The Strategic Plan is designed to improve the provision of health and social services and their outcomes on Guam. This Strategic Plan provides a detailed look at health and social service issues on Guam today and the provides the policies and actions needed to guide Government of Guam (GovGuam) agencies, federal agencies, non-governmental organizations, and individuals to take charge of the future.

The accompanying Strategic Plan Resource Document contains an extensive Plan of Action designed to guide the provision of health and social services on Guam.

Medical Services Delivery Plan - Phase 1

The Guam Medical Services Delivery Plan (Delivery Plan) is a part of the Office of the Governor's initiative to improve the healthcare system on Guam for both current residents and future generations. The Delivery Plan builds upon the recently completed Five Year Health and Social Services Strategic Plan (Strategic Plan), which is a critical policy level plan to guide future health and social service decision making and implementation efforts on Guam.

The Delivery Plan is broken down into five components, or phases. The first component, the Medical Providers Baseline Assessment, is presented here to build upon the Strategic Plan and provide a detailed approach for implementing key components of the Strategic Plan's policy guidance.

Guam Socioeconomic Project Needs Assessment

As part of the assessment of the 2010 Military Buildup, projects that could mitigate overall socioeconomic impacts on the Guam community were developed as part of a Socioeconomic Areas of Interest (SAI) study.  

The Socioeconomic Areas of Interest (SAI) projects address five key focus areas that have been identified through numerous processes by Guam residents. These focus areas are:
  • Health Care,
  • Education,
  • Cultural Resources,
  • Emergency Services,
  • Justice.
These focus areas were reconfirmed by the Government of Guam based on the demonstrated needs of the community and their direct link to the impacts resulting from the military buildup. This document contains a set of projects that were considered.
