Angela Chen

Planning & Finance Division Administrator

 

Angela ChenAngela Chen has been working for the State of Iowa for 20 years. Prior to joining HSEMD, she served as a member of the management team for Iowa’s State Energy Office. She has experience managing both regulatory (water quality) and non-regulatory (energy) programs. Over the years, Ms. Chen has managed programs that administered over $100 millions in grants and appropriations from state and federal coffers, with more than 200 sub-contracts. She has developed and tracked budgets, ensured expenditures meet the funding source requirements, and reported to funding agencies on both work activities and spending.

 

From 1993 to 2002, Ms. Chen was part of the state’s energy emergency preparedness team that monitored energy supply status and responded to energy emergencies. In this capacity, she coordinated with peers in surrounding states as well as the U.S. Department of Energy and Iowa’s Energy Emergency Council. During Y2K, she designed the energy office’s emergency staffing plan. After 9/11, she was the first to report to State Emergency Operation Center representing the energy office.

 

Ms. Chen holds a bachelor's, master's, and Ph.D. degree, all in engineering. She also successfully completed the State-sponsored Certified Public Managers program.

 

During her tenure with state government, she has received prestigious awards for her service and performance such as Employee of the Month, the Lieutenant Governor’s Employee Volunteer Award, and the Governor’s Golden Dome Excellence Award.
