Accessibility: Access for Persons with Disabilities

The eRulemaking Program is committed to providing access to the Federal Docket Management System (FDMS) for all persons with disabilities and to meet this commitment, the Program has taken the following actions:
If you experience difficulty using or accessing information on FDMS.gov, or if you want to request a document that you are not able to fully access, please contact the FDMS.gov helpdesk at 1-877-378-5457 (toll free) Monday through Friday from 9:00 a.m. until 5:00 p.m. EST for assistance. You may also send an email to regsaccessibility@epa.gov.
Documents
The documents in FDMS.gov utilize multiple file formats. Below is a list that will help you identify which software downloads are needed to view different file extensions. If you require a file format other than those currently provided or experience accessibility issues, please contact the FDMS.gov helpdesk.
Document Files
HTML(.html)
HTML documents can be viewed on a number of browsers and are usually in text format.
TXT(.txt)
These are text files that will be displayed on Notepad, an accessory that comes with the Microsoft Windows Operating System. TXT files can also be viewed on any window-based document reader.
Adobe Reader(.pdf)
For viewing and printing PDF documents.
Microsoft Word Viewer(.doc, .docx)
For viewing, printing, and copying Word documents without having Microsoft Word installed. It replaces Word Viewer 2003 and previous versions.
Microsoft Excel Viewer(.xls, .xlsx)
For viewing and printing Excel workbooks without having Microsoft Excel installed. It replaces Excel Viewer 97 and previous versions.
Microsoft PowerPoint Viewer(.ppt, .pptx)
For viewing full-featured presentations created in PowerPoint 97 and later versions.
Browser Support
This site is best viewed with the following browsers on a PC: A Mac will support Safari in addition to the browsers supported on a PC.
Voluntary Product Accessibility Template® (VPAT®)
"The Voluntary Product Accessibility Template®, or VPAT®, is a tool used to document a product's conformance with the accessibility standards under Section 508 of the Rehabilitation Act. The purpose of the VPAT is to assist Federal contracting officials and other buyers in making preliminary assessments regarding the availability of commercial "Electronic and Information Technology" products and services with features that support accessibility."
