The Office of Strategic Planning and Management (OSPM) works to make the U.S. Department of Housing and Urban Development (HUD) more efficient and effective by driving change across the Department. OSPM manages HUD’s strategic planning, working with the Secretary, his senior leadership team, and external stakeholders. Specifically, OSPM determines strategic priorities and change efforts, tracks how HUD is doing against its targets, and ensures HUD’s grants are getting to high-performing grantees quickly and fairly.

OSPM has four divisions:

• The Front Office Division handles office budget, hiring, contracts, and administration.
• The Transformation Division supports HUD’s priority projects and agency-wide efforts to achieve operational excellence.
• The Performance Management Division develops, analyzes, and reports on key performance indicators for HUD and agency priority goals.
• The Grants Management & Oversight Division establishes and implements agency-wide policies and procedures for HUD’s grant programs, provides oversight and assistance to grant programs to assure timely execution consistent with guidance, and reports to leadership on the status and outcomes of grant programs.

Henry Hensley is the Director of the Office of Strategic Planning and Management at HUD. In this role, he serves as the Performance Improvement Officer. Henry has been at HUD since 2008 and has led OSPM since 2013. He oversees the HUDstat process for the Secretary and Deputy Secretary, providing data and a balanced perspective on a variety of policy and operations topics. Prior to joining HUD, Henry worked for the State of New Jersey Office of Information Technology as the Public Information Officer. He received his Master’s in Public Policy from Georgetown University’s McCourt School of Public Policy and Bachelor’s in Economics from The College of New Jersey.
